Water Treatment Plant Operator I - IV; pay commensurate with license level

Hourly Starting Pay:

Level I - $20.63

Level II - $21.61

Level III - $23.77

Level IV- $28.76

Incumbents are responsible for performing basic maintenance and manual labor duties in the water treatment plant operation.

REPORTING STRUCTURE:

Receives general supervision from the Water Treatment Plant Lead Operator and higher-level management staff.

Typical Class Essential Duties

1.Monitors and adjusts the operation of all water treatment plant processes and equipment to include but not limited to: SCADA monitoring and controls; raw water intake pumps and equipment; high service pumps and pumping systems; disinfection systems to include ozone generation equipment, chlorine, and ammonia disinfection equipment; Actiflo surface water treatment process equipment, gravity filters; decant pumps and pumping equipment; and groundwater wells and equipment.

2.Monitors water storage tanks and reservoir levels ensuring that water production meets demand.

3.Performs basic laboratory sampling and testing as directed.

4.Performs daily plant checks to ensure effective plant operations, which includes; determining when equipment is malfunctioning, monitoring and evaluating plant processes, as well as identifying and deficiencies any abnormalities in plant operations.

5.Records pertinent information to include: daily production values, sample analysis data, operational status, and changes, chemical usage data as well current chemical status.

6.Communicates current plant conditions as well any changes to oncoming shift operator; communicates emergencies immediately to senior staff, as well as lead operator and/or plant manager.

7.Performs basic security functions during after business hours and as needed, such as; security camera monitoring, security gate operation, checking in visitors, and answering the phone.

8.Assist in minor maintenance of machinery and equipment.

9.Performs routine grounds and building maintenance.

Knowledge (position requirements at entry):

Knowledge of:

  • Basic work etiquette.

  • Basic understanding of mechanical equipment preferred.

  • Basic knowledge of water chemistry and treatment processes preferred.

Abilities (position requirements at entry):

Ability to:

  • Work rotating shifts, including nights, weekends, and holidays.

  • Work well as part of a team as well as independently.

  • Maintain communication with management and staff as well as Water Distribution personnel.

  • Maintain a level of awareness and security protocols appropriate for this type of facility.

  • Routinely demonstrate the City of Casper core values.

  • Follow written and verbal instructions.

  • Learn the principles and practices necessary in the operation of a water treatment plant including the operation and maintenance of plant machinery and testing equipment.

  • Learn to read meters and gauges correctly and to act quickly and competently.

  • Learn to recognize and react to treatment process changes and demands.

  • Work according to safety standards under potentially hazardous conditions.

  • Follow all City safety rules and procedures and immediately report all accidents/incidents or unsafe conditions to a supervisor.

Skills (position requirements at entry):

Skill in:

  • Following written and verbal instructions.

  • Oral and written communication sufficient to exchange or convey information and to receive work direction.

  • Basic math computations related to water treatment.

  • Basic computer skills.

  • Basic hand tool operation.

  • Basic records keeping ability.

Training, Experience & Certifications

EDUCATION AND EXPERIENCE

  • High school diploma or equivalent (G.E.D.) required.

  • Level I - No previous training or experience required.

  • Level II - A minimum of one year experience in water plant operations.

  • Level III - A minimum of two years' experience in water treatment plant operations.

  • Level IV - A minimum of three years' experience in water treatment plant operations.

LICENSING AND CERTIFICATIONS

  • Possession of a valid Wyoming Driver's License preferred.

  • Level I - Possession of, or ability to obtain, a Level I Water Treatment Plant Operator license through the Wyoming Department of Environmental Quality (DEQ), within twelve (12) months of hire.

  • Level II - Possession of a Level II Water Treatment Plant Operator license through the Wyoming Department of Environmental Quality (DEQ).

  • Level III - Possession of a Level III Water Treatment Plant Operator license through the Wyoming Department of Environmental Quality (DEQ).

  • Level IV - Possession of a Level IV Water Treatment Plant Operator license through the Wyoming Department of Environmental Quality (DEQ).

Employment with the City of Casper is contingent upon a successful background screen and pre-employment drug test. As a condition of employment, the successful candidate must utilize direct deposit for payroll purposes.

Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence.

Physical and Environmental Conditions:

City of Casper employees that perform safety-sensitive tasks are subject to pre-employment and/or random drug testing. These tasks include, but may not be limited to:

  • Emergency response/rescue

  • Handling or working with hazardous materials, including chemicals as well as solid and liquid waste

  • Operating or maintaining water and wastewater systems

  • Maintaining City computer and data systems including networks, servers, communication systems, etc.

  • Driving for the City of Casper, whether essential or non-essential

  • Operating power-driven machinery or equipment

  • Handling confidential information, including personnel, health, financial, or attorney-client information

  • Working with or around children

Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing, and repetitive motions.

Medium work: Exerting up to 50 pounds of force occasionally and/or up-to 20 pounds of force frequently, and/or up-to 10 pounds of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body.

Incumbents may be subjected to moving mechanical parts, electrical currents, fumes, odors, dusts, chemicals, extreme temperatures, and workspace restrictions.
