WHAT YOU WILL BE DOING:

Serves as supervisor for the Utility Field Crews performing maintenance, repair, and construction work on water and wastewater infrastructure; participates in the work and performs related administrative work.

An employee in this class serves as supervisor over multiple employees and performs a variety of responsible technical, semi-skilled and skilled work in field activities. Work requires significant knowledge of water and wastewater utility construction, maintenance, and repair work and of the safety and work standards required in performing the work. Work is usually performed within the section, but crew employees may be called on to work in other sections when needed. Work requires considerable public contact with the general public, vendor representatives, and other employees. The employee is subject to working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibration, moving mechanical parts, electrical current, chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and oils. Work around wastewater is subject to the final standards of OSHA on blood borne pathogens. Employees are also subject to on-call and call-back work and determine priorities for assignment of emergency work. Work is performed under regular supervision and is evaluated through observation, conferences, and inspection for adherence to instructions and standard trade and safety practices.

This position reports to the Division Supervisor.

This position has supervisory responsibilities for Utility Maintenance Workers.

A SAMPLE OF THE ESSENTIALS:

  • Leads, plans, trains, reviews and participates in the work of crews engaged in the construction, repair and maintenance of Town pumping stations.

  • Surveys job sites prior to instructing crews on needed work; prioritizes projects and coordinates the use of available equipment, materials, and personnel to complete projects in and effective manner; determines the most appropriate methods and equipment especially in difficult circumstances.

  • Provides on-site supervision of crews; trains and monitors for proper work methods and techniques, including technical and safety procedures according to OSHA regulation.

  • Supervises the use, care and operation of utilities maintenances tools and equipment; trains and instructs employees in the safe operation of equipment.

  • Participates in hiring interviews; coaches employee performance and completes performance evaluations and accident reports; maintain records of crew member work and work time.

  • Performs duties of Heavy Equipment Operator as needed; work requires skill and care to dig around underground and overhead utility lines, near and in traffic, in both minor streets and multilane highways, beside and between houses and in other tight places.

  • Supervises and participates in emergency repairs.

  • Serves on mandatory rotating call back duty; may be called back during inclement weather such as hurricanes, tornados, snow, etc.

  • Uses Cityworks software on computer and/or phone to document work activities.

  • Attends training to maintain certifications.

  • Assists with work in other divisions and programs as needed.

  • Performs related tasks as required.

WHAT YOU'LL NEED:

Graduation from high school and some experience with storm drainage, water distribution and/or sewer collection systems and skilled equipment operation, including some supervisory or lead worker experience; or an equivalent combination of education and experience.

  • Possession of a valid Class "A" commercial driver's license issued by the State of North Carolina; CDL with tanker endorsement if required by assignment.

  • Certification as water distribution and sewage collection system operator at a level and within timeframes specified by the Town are also required.

  • Other certifications within 1 year of hire include: asbestos handling certification; competent person certification for trenching and shoring; confined space certification; and NCDOT flagging certification.

WITH...

  • Thorough knowledge of tools, materials, techniques, practices, safety devices, and equipment used in general construction and maintenance work.

  • Thorough knowledge of municipal maintenance, repair and construction practices.

  • Thorough knowledge of the occupational hazards and safety precautions of the work especially shoring and trenching and traffic control regulations.

  • Thorough knowledge of the application of Town engineering specifications to in-house construction and repair projects.

  • Knowledge of the environmental and regulatory requirements related to water distribution and sewer collection systems.

  • Ability to identify health and environmental risks associated with the operation of water and sewer activities

  • Ability to maintain records of work activities and to use electronic management tools specific to the work.

  • Ability to understand oral and written instructions.

  • Ability to read and interpret maps, plans, and engineering drawings.

  • Ability to communicate, motivate, train, and supervise multiple crews.

  • Ability to establish and maintain effective working relationships with citizens, supervisors, other employees, and vendor representatives.
