Water Distribution Tech Lead

Job Description

Under the general supervision of the Assistant Water Superintendent directs the technical inspections maintenance and repair of the City's water distribution system. The Water Distribution Lead is responsible for the administration and technical operations of programs activities and functions related to the construction extension inspection operation and maintenance of the water distribution system. Consults and takes direction from the Assistant Water/Wastewater Superintendent or Superintendent but exercises independent judgment in accomplishing the work and developing new programs and is held accountable for results. Ensures compliance with all City State and Federal regulations standards and operating criteria.

Job Responsibilities

Plans; organizes; and directs the functions of the Water Distribution Section. Reviews water distribution maintenance and construction work through on-the-job inspections; conferences; and reports. Ensures all reporting is complete and accurate. Ensures water distribution system equipment is installed; repaired; and maintained in compliance with City of Gallup and standard operating procedures. Inspects; monitors; and evaluates information and work-related conditions to determine compliance with prescribed operating and safety standards; regulations; guidelines; etc. Communicates with the general public; other City employees; vendors; management; contractors; and public officials in order to perform required job duties.Prepares written documents (reports; memos; and purchase specifications).Supervises and works along with crews involved in the operation and maintenance of the Water System which includes but is not limited to main/service lines; meters; valves; fire hydrants; other appurtenances. Conducts research and/or analyzes data related to the Water Distribution Section's programs to improve operational efficiency and determine the Section's effectiveness in accomplishing program goals. Plans and Oversees replacement of minor water lines. Prepares Confined space entry checklist and oversees entry and safe operations. Prepares safe excavation paperwork and oversees safe operations. Investigates Water code violations and prepares reports and assists in enforcement actions. Investigates Water discoloration and service related complaints and provides recommendations to reduce frequency. Assists in preparing regulatory reports and documents to environmental compliance agencies. Provides recommendations to Water/Wastewater Superintendent on Capital equipment requirements and Capital water distribution system projects. Conducts final inspections of building permits; water taps and or Capital Improvement projects as directed by the Superintendent.

Assists Assistant Superintendent where assigned.

Additional Information

Starting Pay: $19.80 p/h

MINIMUM REQUIRED QUALIFICATIONS:

• High school diploma or equivalent, (GED)
• Four (4) years of experience in collections, construction, maintenance, and operation of water distribution systems
• A valid New Mexico Water Distribution Operator Certification Level II (or above); Certification through reciprocity shall be acceptable within 90 days of hire.
• Level III NMED Certification in Water Distribution Systems within eighteen (18) months of hire
• Two (2) years in a supervisory / technical lead capacity. Graduate from an accredited two-year Public Wastewater Systems or Wastewater Technology program with a Level II certification may be substituted for technical lead experience.
• Valid driver's license (state of residence), must meet city's insurability requirements

Other Conditions:

• Must pass a background check.

PREFERRED QUALIFICATIONS:

• Valid Commercial Driver's License (CDL) A or B (state of residence), with medical certificate.
