Position Overview

Advanced technical supervisory level in the water & sewer infrastructure inspection occupation under administrative direction of the Assistant Director of Utility Support & Project Management Office (USPMO), requiring extensive knowledge of infrastructure construction and all regulatory requirements. Supervises the Water and Sewer Line Inspector II staff.

Responsible for the inspection of construction, pre-construction preparation, and post construction review at the direction of the Chief Sanitary Engineer. Performs the material and substantial duties of the classification more than 50% of the time.

Summary of Job Duties

Supervises Water and Sewer Line Inspector II staff to ensure the quality and compliance of water and sewer construction meets or exceeds the county and departmental requirements. Coordinates with engineers and project coordinators on capital project schedules and manages the inspection of private water and sewer line construction.

Prepares for construction by reviewing prints and diagrams to determine if adequate information has been provided and prepares inspection schedules by instructing and assigning work orders to staff.

Reviews inspection reports to ensure accuracy and completeness, and provides feedback to staff; coordinates with engineers or project managers on the acceptance and approval of construction. May perform complex inspections and render interpretations on the Ohio EPA and related standards.

Provides aid and support to inspection staff and coordinates the development of training programs for inspectors. Maintains records and prepares reports as required. Establishes and maintains constructive working relationships with various agencies, contractors, engineers, and the public.

Oversees the execution of permits for private development projects, capital projects, assessment projects, street and highway projects and project requests from private citizens. Reviews plans for infrastructure construction and development for adherence to specifications and EPA regulations. Oversees inspection staff planning, conducts backflow inspections, assesses risk hazards, and determines requirements for policy compliance.

Minimum Qualifications and Requirements

Equivalent to high school diploma; apprenticeship in water or sewer system operation or related construction craft, and seven (7) years' experience in water/sewer utility operations and three (3) years' supervisory experience or five (5) years' experience as a team leader/crew leader; OR alternative, equivalent evidence of the minimum class requirements. Construction and/or safety certification is desired.

Must obtain Backflow Prevention certification and complete Operator Training Committee of Ohio class within two (2) years of hire. Must obtain Ohio EPA Class I Wastewater Collection license or Ohio EPA Class I Water Distribution Operator license within four (4) years of hire.

Supplemental Information

Driving Requirement:

Must have a current valid Ohio driver's license with an acceptable driving record.

Training and Development:

Must maintain Backflow Prevention Certification and Ohio EPA Class I Wastewater Collection license or Ohio EPA Class I Water Distribution Operator license.

Participation in training and development related to water/sewer systems, construction, and safety.
