Job Summary

The City of Vancouver is looking for a highly motivated, team-oriented Wastewater Treatment Engineer (classified as Civil Engineer) to manage capital projects from inception to construction, participate in progressive planning projects for resource recovery and treatment systems optimization. With leadership and team support, the engineer will take lead to manage consultant designers for capital projects and coordinate all aspects of projects through completion. The engineer will also have many opportunities to support regulatory and program activities related to wastewater treatment, the City's delegated Industrial Pretreatment Program, and City-wide initiatives such as the Climate Action Framework.

The Civil Engineer will perform professional engineering, work and/or administration focusing on the review, design, planning, investigation, and construction of wastewater treatment system projects. Provide administrative, operational, and regulatory support to treatment plant operations staff. May provide project support for street, water utility, surface water utility, and other public works areas, as needed. Lead an engineering technician team on assigned projects.

This is a full-time, regular, exempt position. The schedule for this position is M-F, 8am to 5pm.

At this time, this position is eligible for telework or hybrid schedule. As with all routine telework positions, employees may be required to come into the office on occasion based on business needs. Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the City cannot support ongoing telework from other locations.

Job Details

Essential Functions:

  • Coordinate professional scopes of work for engineering design projects. Prepare request for proposals and small works bids; review contract bids and proposals; assist in the coordination and review of consultant design work.

  • Act as a project engineer; research applicable codes, regulations, and requirements for assigned project; coordinate development of engineering plans and specifications with staff and consultants; coordinate required advertising for bids; advise contractor(s) and construction inspectors during actual construction.

  • Review and check adequacy and accuracy of computations from treatment plant and other sewer system data for the purposes of regulatory, internal, and other reports.

  • Prepare environmental compliance reports and plans for submittal to regulatory agencies; collect, analyze, and prepare data for reports; schedule and facilitate regulatory monitoring and inspection.

  • Track progress on assigned projects to ensure compliance with designated time and cost schedules for project completion, including site visitations, inspections, and evaluations.

  • Coordinate and oversee engineering-level maintenance and operations activities, including, but not limited to, treatment plant outfall inspections and the solids land application program.

  • Respond to public or other inquires relating to engineering policies and procedures on specific projects, system problem areas, and other divisional information.

  • Attend planning commission meetings, city council, and other public meetings as directed by management staff.

  • Participate in the initial planning of projects to be proposed and make recommendations to assist managers in establishing schedules and budgets.

  • Conduct comprehensive studies for system master planning of future expansions; develop proposals relative to projected construction of various public works projects. Identify and plan required Capital Improvement Projects for system expansion.

  • Act as technical resource to wastewater treatment plant staff for system operational issues and planning, and maintenance demand response activities with equipment and site utilities in need of immediate repair or replacement.

  • Assist Industrial Pretreatment staff and other water utility staff in technical and administrative queries.

  • Collaborate with persons from other departments throughout the City on projects related to Wastewater Treatment, Industrial Pretreatment, and wastewater source control.

  • Perform other duties and responsibilities as assigned.

Qualifications

Experience and Education

Experience:

  • Four (4) years of related experience in wastewater treatment and collection system operation, design and/or project management.

Education:

  • Equivalent to a Bachelor's Degree with major course work in civil, environmental, chemical, or other related field.

  • Equivalent combinations of education and experience may be considered.

Computer Skills

  • Knowledge of Geographic Information Systems, Bluebeam, and AutoCAD.

  • Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint.

Required Licenses and/or Certifications

Possession of:

  • Possession of a Certification of Registration as a professional engineer in the State of Washington (or ability to obtain through reciprocity within one year).

  • Valid Driver's License

Knowledge

  • Principles and practices of wastewater treatment plant operations and design.

  • Principles and practices of project management and/or construction management is preferred but not required.

  • Principles of mathematics, including statistics and spatial analysis, as applied to engineering work.

  • Pertinent federal, state, and local laws that pertain to municipal and industrial wastewater, solid waste, air emissions, civil and environmental engineering practices.

  • Modern office procedures, methods, and computer equipment.

Abilities

  • Resolve regulatory, public relations and system design questions.

  • Manage engineering projects.

  • Ensure project compliance with appropriate federal, state, local rules, laws, and regulations.

  • Monitor phases of construction projects and prepare progress reports.

  • Conduct comprehensive engineering studies and develop appropriate recommendations.

  • Perform technical research and solve multi-disciplinary engineering problems.

  • Prepare and maintain technical civil engineering records and prepare comprehensive reports.

  • Compile rough technical data and prepare statistical and narrative reports from field studies.

  • Develop, review and modify civil or structural engineering plans, designs, and specifications.

  • Exercise professional engineering judgment to achieve results consistent with objectives.

  • Operate a personal computer and appropriate software

  • Work in a manner consistent with the City of Vancouver's Vision and Values.

  • Work and act as a team player in all interactions with other City employees.

  • Always provide a high level of customer service.

  • Project and maintain a positive image with those contacted in the course of work.

  • Develop and maintain collaborative and respectful working relationships with team members and others.

  • Maintain regular and dependable attendance.
