GENERAL PURPOSE: Under general supervision, performs a variety of semi-skilled work in the operation of a Wastewater (W/W) treatment plant and related infrastructure systems, according to job specifications and technical codes.
DUTIES: Operates water distribution and transmission facilities and wastewater collection and treatment facilities; duties will vary according to job assignment and skill level.
Monitors gauges, meters and electronic control panels; records readings and maintains shift log. Operates pumps, compressors, valves and other equipment to control and adjust flow and treatment processes according to Texas Commission on Environmental Quality (TCEQ) standards. Observes variations in operating conditions and interprets meter and gauge readings; performs tests to determine processing requirements and reports recommendations to supervisor.
Collects samples; performs laboratory tests within scope of authority; analyzes test results, using approved laboratory methods; reports compliance problems with TCEQ standards. Maintains plant work areas, tools and equipment in a safe and orderly condition; performs preventive maintenance and repairs on mechanical and electromechanical equipment; maintains and repairs components; reads and interprets technical manuals. Monitors and regulates telemetry, electrical systems and chemical processes. Ensures that safety rules and regulations are followed; utilizes proper safety precautions in all work performed; reports safety hazards, equipment problems and emergency situations.
MINIMUM STANDARDS & ESSENTIAL JOB FUNCTIONS: High School diploma or equivalent; and two years' experience in the operation and maintenance of a Wastewater treatment system, preferably with the City of San Angelo; or an equivalent combination of education and experience.
Minimum Class D Wastewater Treatment Plant Operator license from Texas Commission on Environmental Quality (TCEQ) or acquisition of license within 6 months from hire. TCEQ Wastewater Treatment Plant Operator license is required to be maintained in active compliant status at all times for position eligibility. Career path expectation:
Due to state licensing requirements for this facility, operators will receive training, classes and preparation to progress certifications/licenses to a minimum of class B Wastewater Treatment Plant Operator. Continued position eligibility is contingent on candidates passing testing and obtaining class C and B licenses within 6 months from the time of TCEQ license testing qualification. Required knowledge of:
City policies and procedures. State and Federal laws and regulations governing WW plant operations. Standards and specifications for compliance to WW regulations.
Principles and practices of WW facilities and equipment maintenance and repair. Principles and methods of maintenance of WW facilities, and servicing requirements of plant machinery and equipment, including SCADA systems. Federal, state and City safety rules and regulations.
Required skill in: Interpreting and applying technical standards and procedures, state rules and regulations, and City policies and procedures. Reading technical documents and schematics.
Performing basic W/WW plant operation activities. Reading and interpreting gauges and recording devices. Performing and interpreting basic laboratory tests.
Assessing and prioritizing multiple tasks, projects and demands. Promoting and enforcing safe work practices. Establishing and maintaining cooperative working relationships with co-workers.
Effective verbal and written communications. Work is performed in Water Utilities Department facilities; required to lift and carry up to 75 pounds. A valid driver license with a good driving record is required.
