This is a non-exempt position which is responsible work in assisting the Utilities Maintenance Superintendent in planning and directing a comprehensive maintenance and repair program of the Utility Departments wastewater collection system. An employee in this classification is responsible for inspecting lift stations, gravity sewer mains, manholes, and sanitary sewer laterals for malfunctions, or safety hazards, assisting crew when necessary, and maintaining various types of records.

 This employee must have the knowledge, experience and ability to supervise skilled employees in the maintenance and repair of intricate wastewater systems and to recognize the safety hazards associated with the trade.  Work is performed under the general supervision of the Utilities Maintenance Superintendent.

Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause.

Supervises and participates in the maintenance and repairs of sanitary sewer mains, manholes, force mains, lift stations, and laterals.

May substitute for Superintendent on certain tasks.

Compiles and maintains accurate records.

Inspects the work performed by the wastewater collection crew.

Assists with repairs and maintenance of the waste water system.

Exercises care and safety in use of equipment and tools required to complete assigned tasks and knowledge safety rules and regulations prescribed by the City.

Assures proper environmental compliance procedures are completed.

Assists the Water Distribution and Meter crews when necessary.

This position does not have final procurement authority.

Performs other assigned duties as required.Considerable knowledge of the repair and maintenance requirements of wastewater collection systems.

Complete knowledge of the safety and occupational hazards and safety precautions of the work.

Knowledge of proper water distribution system sample techniques.

Knowledge of proper sample techniques for sewer spills.

Knowledge of the materials, tools, and equipment used in the work assigned.

Knowledge of modern methods of personal supervision.

Ability to comply with all state and local regulations regarding wastewater systems.

Ability to research, read and understand blueprints and record drawings.

Ability to compile and maintain accurate records.

Ability to work outdoors under adverse weather conditions.

Ability to supervise in a manner conducive to full performance and high morale.

Ability to understand and follow instructions and to complete work assignments correctly.

Ability to establish and maintain effective work relationships with City employees, departmental officials, and the general public.

Skilled in the use and care of all tools and equipment required for the operation and maintenance of departmental facilities.

Ability to operate heavy equipment.

Ability to operate a City vehicle.

Ability to identify, requisition and inventory parts and supplies for projects.

Ability to coordinate highly technical tasks with contractors to assure efficiency and economy.

Ability to coordinate Utilities GIS project.

DESIRABLE EXPERIENCE AND TRAINING  

Graduation from a standard high school or possess a GED. At least two years supervisory experience in the installation, repair, and maintenance of sanitary sewer mains, lift stations, and force mains.

Any equivalent combination of education, training, or experience with provides the required knowledge, abilities, and skills may be considered.

Must possess a DEP Level 3 Water Distribution License or obtain a license within six (6) months of employment in position and must possess a minimum level FWPCOA Wastewater Collection License or obtain license within 6 months of employment in position.

Must possess a valid a commercial driver's license (CDL) with tanker endorsement or obtain license within six (6) months of employment in position.This job classification may be designated as "response" as defined by the Severe Weather Operations Plan (SWEOP) for declared emergencies. Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
