The Office of Preparedness and Emergency Management (OPEM), part of the Massachusetts Department of Public Health (DPH) is seeking a Warehousing and Logistics Coordinator. In this essential role, you will be at the forefront of overseeing the state's growing stockpile of emergency supplies that support Health and Medical partners during times of disasters and emergencies. By overseeing the fulfillment activities, you will ensure the seamless movement of a large volume of equipment and supplies across the Commonwealth. Utilizing electronic inventory control systems, you will conduct periodic inventory analyses to maintain accountability and enhance warehouse operations.

You will collaborate with external partners to guarantee efficient shipment flow and support the implementation of systematic improvements. Your commitment to maintaining a safe and clean warehouse environment will help mitigate inventory damage and safeguard staff. In addition to these responsibilities, you will have the opportunity to contribute to the development of internal training procedures and emergency response plans. This dynamic position may also offer extended hours during emergencies, ensuring that Massachusetts is always prepared and resilient.

Duties and Responsibilities (these duties are a general summary and are not all inclusive):

  • Oversee inventory control and management of the DPH OPEM warehouse, including cycle counts and physical counts.

  • Oversee movement of resources within the warehouse.

  • Pick and pack orders, ensuring orders are prepared accurately.

  • Coordinate delivery of orders via pickup or shipment to entities requesting resources.

  • Coordinate inbound and outbound shipments of resources, including verifying packing slips to quantities of materials received.

  • Oversee urgent deliveries, as needed, including deliveries to healthcare and public health facilities.

  • Support implementation of electronic inventory control systems in collaboration with other OPEM staff.

  • Create graphics, tables, and other reports as needed related to warehouse operations.

  • Assist with development and/or updating of internal training procedures for operation of machinery. May participate in or support training programs, drills, and exercises.

  • Assist with the development and review of plans, policies, and procedures pertaining to the warehouse or any logistics and/or inventory operations.

  • Provide functional oversight of temporary staff and/or contractors, as needed.

  • Maintain clean and efficient operation of the warehouse.

  • May be required to work extended hours, including during nights and weekends in the event of a disaster, emergency, incident, or threat affecting the Commonwealth, or in support of pre-planned events.

Required Qualifications:

  • Excellent organizational skills and ability to oversee details of multiple projects simultaneously.

  • Ability to assemble items of information in accordance with established procedures and gather information by examining records and documents and by questioning individuals.

  • Able to maintain accurate records and to determine proper format and procedure for assembling items of information.

  • Power to supervise, including planning and assigning work according to the nature of the job to be accomplished, assessing best utilization of available resources; controlling work through periodic reviews and/or evaluations; determining training needs and providing for such training; motivating others to work effectively.

  • Flexibility when adjusting to varying or changing situations to meet emergency or changing program requirements.

  • Sound judgment skills including ability to exercise discretion in handling confidential information.

  • Strong written and verbal communication skills. Ability to prepare and use charts, graphs and tables and general reports.

Preferred Qualifications:

  • Knowledge of work simplification methods.

  • Experience with inventory management and/or warehousing operations.

  • Demonstrated understanding of the principles, practices, and techniques relative to emergency preparedness and response planning.

  • Knowledge of public health and emergency response terminology.

  • Knowledge of the Incident Command System (ICS) and National Incident Management System (NIMS).

  • Experience with the Homeland Security Exercise and Evaluation Program (HSEEP).

  • Familiarity with basic warehouse operations and management software.

  • Commitment to acquire and maintain 2A/1C Hoisting Engineer licensure to operate machinery within one month of hire, pending on-site training.

About the Office of Preparedness and Emergency Management:

We collaborate with public health and healthcare partners to ensure that they have the knowledge, plans, and tools to prepare for, respond to, and recover from threats to public health. We also provide information and resources to help the people of Massachusetts feel safe and prepared for all types of emergencies or disasters.

Our preparedness program is funded largely by a Public Health Emergency Preparedness (PHEP) grant from the Centers for Disease Control and Prevention and a Hospital Preparedness Program (HPP) grant from the Assistant Secretary for Preparedness and Response. Funds from these 2 grants are applied to a wide variety of essential functions, including but not limited to:

  • Local health departments and hospitals disaster planning efforts.

  • A 24/7 duty officer program for responding to public health emergencies

  • A 24/7 Health and Homeland Alert Network

  • The Strategic National Stockpile program

  • Public health laboratory testing

  • Building and supporting a cadre of public health emergency volunteers

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
