Chemonics seeks a Warehousing, Inventory and Logistics Advisor on the Health Systems Strengthening team for the Global Health Supply Chain Program Procurement and Supply Management (GHSC-PSM) project which will be the primary vehicle through which USAID will: 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries' management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Lead technical assistance on global basis for in-country activities for 30 and greater participating countries on warehouse facilities and operations, which include inventory control and distribution logistics

  • Global coordination of warehouse technical assistance activities and processes to ensure continuous availability of quality pharmaceutical commodities, laboratory supplies including test kits, and other products related to HIV/AIDS, malaria, and family planning and maternal and child healthcare commodities

  • Ensure global technical assistance for in-country warehouses meets the international standards and practices for pharmaceutical warehouses such as guidelines of the World Health Organization

  • Work closely with in-country systems strengthening members of the GHSC-PSM team to ensure accurate, timely, and efficient delivery of technical assistance

  • Review, comment and finalize Scopes of Work (SOWs) for Short-Term Technical Assistance (STTAs) with GHSC-PSM Managing Directors

  • Organize a network of experts for STTA assignments for warehousing, inventory and logistics, and identify the most suitable candidates for each STTA assignment

  • Review relevant RFP (request for proposals), and Letters of Interest to provide appropriate guidance to the larger supply chain

  • Provide technical oversight and review technical deliverables for relevant STTA assignments

  • Undertake STTA field missions to manage critical technical issues for strategic and planning purposes, for two weeks' duration

  • Review country supply chain strategic planning, and manage the planning for warehouse locations and sizes though optimization modeling, so as to reduce long term costs

  • Review existing country level Standard Operating Procedures (SOPs) for warehousing and inventory control, including technical SOW, performance criteria, standard bidding template, receiving of stock, returns, storage bin management, health and safety, waste management and innovative outsourcing and make appropriate recommendations

  • Lead the relevant warehouse issues at GHSC-PSM for the quality management system (QMS) in preparation for obtaining ISO 9000 certification

  • Develop tools for efficient warehouse operations including key performance indicators (KPIs), service level agreements, score cards, dashboard tools, self-performance reports, score sheets for audits, and others

  • Regularly communicate with in-country last-mile clients concerning the timely and effective distribution of related products and resolve queries

  • Review as a business user, in collaboration with IT specialists, the data requirements for warehouse management (WMS) and ERP (enterprise resource planning) systems to record all movements of commodities and pharmaceuticals to produce accurate inventory reports and improve efficiencies and performance

  • Proactively provide guidance to Managing Directors on procedures for potential product or process related issues (e.g. shortages, expiries, damaged products, distribution network problems) and recommend solutions

  • Provide technical oversight on all investigations of relevant incidents (e.g. stock discrepancies, temperature excursions, product loss, incidents, short dated expiries, etc.) and provide technical guidance to Managing Directors to correct issues and take appropriate measures

  • Review incidents by 3PL and 1PL providers of warehouse services on maintenance issues related to power generation, water supply, security systems, CCTV, air-conditioning, cold room storage, computer networks, etc.

  • Lead the relevant data design for warehouse issues in collaboration with the GHSC-PSM Monitoring and Evaluation team

  • Lead relevant applied research, skills development, on-the-job training and professionalization for warehouse operations. Example: teaching and implementing ABC (activity-based costing) to relevant country level stakeholders and 5S (workplace methodology) with the collaboration of country level stakeholders

  • Provide USAID Field Officer supply chain training upon request of the health systems strengthening team


  • Bachelor's Degree in a relevant field plus 8 years of relevant experience, or, alternatively, a Master's degree in a relevant field plus 6 years of relevant experience; or alternatively, additional experience in lieu of a degree

  • Demonstrated leadership, versatility, and integrity in managing technical teams with diverse cultures across several countries

  • Ability to supervise local and international staff effectively

  • Strong skills in supply chain management and system strengthening required

  • Field experience required in a wide range of international countries, particularly in Africa, South-East Asia, and Caribbean/Central and South America, including long-term overseas positions or extended short-term engagements

  • Knowledge of ISO 9001 (2015), World Health Organization, and any other pertinent international standards preferred

  • Demonstrated ability to manage and implement complex donor-funded programs in a developing country context; USAID experience a plus

  • Strong interpersonal, written, and oral communications skills

  • Ability to work well with multiple stakeholders

  • Ability to travel internationally up to 25% of time

  • Demonstrated leadership, versatility and integrity

  • Proficiency in written and spoken English and preferably other international languages e.g. French, Spanish, Portuguese
