Education and Experience


Twelve years of IT service operations experience with at least 5 years in a leadership role
Five years of experience working within ITIL Frameworks in a service management and availability organization
Must be at least ITIL v3 certified
Strong financial acumen, with experience managing complex budgets in excess of $15M
Direct management of cross-functional, sourced, or matrixed teams, including working with third party service providers
End to end infrastructure lifecycle experience, inclusive of servers, storage, data centers, databases, middleware and web/application environments
Experience developing and delivering large scale enterprise ITSM platforms such as ServiceNow
Bachelors Degree in Computer Science, Information Technology Management and equivalent work experience


Demonstrated success leading large-scale initiatives/transformations
Experience with and knowledge of IT outsourcing activities in a managed services environment
Strong understanding of the software development life cycle (SDLC)
Strong process management, negotiating, influencing, and problem resolution skills
Proven ability to effectively prioritize and execute tasks in a high-pressure environment
Experience in business systems and process planning
Knowledge of business environment, service requirements and hospitality culture
Demonstrated ability to assess customer/client needs, creatively approach solutions, decide and influence appropriate courses of action
Ability to understand and communicate the lifecycle of technologies and applications and to translate into business strategies for the client organizations
Strong verbal and written communication skills with the ability to articulate complex technical ideas in easy to understand business terms
Understanding of the quality assurance, risk management, and security considerations and their impact on the overall technology environment
End to end infrastructure lifecycle experience, inclusive of servers, storage, data centers, databases, middleware and web/application environments
Strong process management and problem resolution skills
Ability to accomplish results through others, particularly by establishing relationships, effective controls and leading in a managed service environment
Experience creating, managing and evolving service level agreements, operational level agreements, and key performance indicators
Graduate/post graduate degree

Support Sponsor in maintaining, developing, implementing, and administering a management control system for storing Sponsor records. This includes all Sponsor records, regardless of their status and custodianship. Develop guidance for records retirement eligibility, retrieval procedures, communication protocols, records logs, and onsite records staging/holding area to include design and maintenance of the log used to document the placement, location, and reference status of records stored therein. 1) Assist in configuration and version control for the Sponsor Records Control Schedule , Program File Index, and the Pre-Award Records Control plan; 2) Provide RIM Services as defined in the Sponsor Records Schedule for the National Counterintelligence Executive 3) Maintain full awareness of the Sponsor records storage, archive and disposition services to enable 100% accountability for all Sponsor records from creation to final disposition. 4) Support Sponsor in reviewing Sponsor's records and applying federal and Sppnsor guidance to identify those that may warrant designation as essential; 5) Support developing, implementing, and maintaining Sponsor plans, procedures, and guidance to ensure essential records are protected and managed as part of Sponsor's responsibilities associated with the Sponsor Continuity of Operations plan (COOP) and National Archives and Records Administration (NARA) requirements; 6) Facilitate the processes necessary to keep Sponsor essential records identified, protected, accessible and immediately usable. 7) Review the Sponsor business area for new or revised record series; drafting and revising the existing RCS in accordance to NARA and Sponsor guidance; and drafting subsequent documentary materials Basic Qualifications: 10 years or High School/GED + 8 years or Associate + 6 years or Bachelors + 4 years or Masters + 2 years or Doctorate (PhD) * Expert knowledge with the ODNI Continuity of Operations plan (COOP) and National Archives and Records Administration (NARA) requirements. * Experience formulating policy, performing strategic analysis and planning, conducting program outreach, coordinating training, developing metrics, and ensuring that sound information governance and accountability measure are in place. * Ability to serve as an independent analyst applying knowledge of standard, well established principles, concepts and methods. * Experience interfacing with Federal Government program offices to discuss new and/or planned initiatives to ensure policy compliance. * Demonstrated experience providing expert records management guidance and assistance to IC personnel, regarding the development of their internal projects.
