The VP of Operations provides oversight for the Directors of Utilities at FWA, FGA and JBER, and the FWA CHPP Plant Manager who are responsible for their respective utility operations that are spread across a vast geographical area of Alaska. The most distant location is 360 miles from the corporate offices. The VP of Operations is responsible for the supervision and oversight of the utility's MMS employees and program. In addition to the overall management of DU's operating utilities, the VP of Operations must maintain effective coordination with governmental contract representatives. Must actively work with DU's respective employees who have regulatory oversight of Doyon Utilities operations to ensure effective communications with and reporting to those agencies. The VP of Operations must also manage the contract services resources employed by Doyon Utilities related to the utility operations. Inherent in the objectives of the VP of Operations is the responsibility to effectively communicate with the President/CEO and Senior VP to ensure consistency of operations and implementation of strategic utility programs. As a regulated utility, operations must conform to industry standards, provisions of the government's utility privatization program, and provide service in accordance with the regulated model approved by the Regulatory Commission of Alaska.

Responsibilities

  • Provide direction and guidance to the Directors of Utilities and FWA CHPP Plant Manager at Doyon Utilities' field locations to ensure program management of 12 utility systems, including: compliance with the applicable requirements in the utility privatization contracts; compliance with safety, environmental, and other legal requirements; and development, maintenance, and compliance with the O&M plan at each site; monitoring, identifying, and mitigating operational risks.

  • Oversee the MMS program and supervise MMS Administrator.

  • Oversee implementation of the Loss Prevention System in Operations.

  • In coordination with the Director of Projects & Engineering, assist in the development of site capital projects, scoping, and providing support in developing cost estimates.,

  • Implement goals and objectives established by the President/CEO and the Doyon Utilities Management Committee.

  • Serve as the company's representative and liaison with the site DPW, CE and COR staff with regard to DU operations activities.

  • Seek innovative solutions to operational challenges and develop cost saving measures whenever possible.

  • Establish controls to ensure operations are within the regulated utility environment approved by the government and the Regulatory Commission of Alaska.

  • Establish the site's annual operating budgets and monitor variances to ensure budgets are met. Develop and meet labor targets.

Qualifications

Conditions of Employement

Must pass a pre-employment drug test, random drug test thereafter in accordance with the published policy of Doyon Utilities. Must have a valid driver's license issued by the State of Alaska. Must be eligible to work on a military installation in Alaska. Eligibility to work on a military installation includes compliance with Department of Defense mandates with respect to employee background and health directives.

Qualifications

  • Bachelor's Degree in Engineering, Engineering Management, Business, or other relevant disciplines. Required

  • 10+ years of senior management experience in the utility industry or related industry. Required

  • Proficient in Microsoft Office Suite.

  • Demonstrated ability to lead diverse teams.

  • Exceptional verbal and written communications skills with an emphasis on formal reporting to Senior Managers, employees and outside agencies.

  • Extensive knowledge of the utility industry or related industrial industry.

  • Extensive knowledge of construction and engineering standards related to the utility industry.

  • Maintain an in-depth knowledge of regulated utility operations including accounting practices.

  • Maintain a working knowledge of utility design standards, construction contracting, regulatory responsibilities.

  • In-depth knowledge of environmental, regulatory, OSHA and utility construction requirements.

  • Ability to maintain strict confidentiality.
