JOB SUMMARY

Under the supervision of the SVP, Integrated Services Division, the Vice President of Integrated Services provides clinical, administrative, and financial oversight to the clinics, PROS and School Base Programs. The VP is responsible for establishing programmatic goals, monitoring and supporting personnel in each program, meeting quality assurance and outcome measures, and ensuring operational and financial compliance with local, State, and other rules, regulations, and guidelines.

  • The VP will manage day- to-day operation of diverse portfolio consisting of Article 31(MHOTRS), OnTrack, CFTSS, PROS, and School Based Programs.

  • The VP will collaborate and has knowledge of Department of Health (DOH) Office of Mental Health and Office (OMH), Substance Abuse and Mental Health Services Administration (SAMHSA) regulations.

  • Creates targets for census and implements and monitors marketing and outreach plan to achieve goals.

  • Collaborates and monitors operational goals while ensuring financial health of the programs.

  • Drives continuous improvement within programs.

  • Oversees hiring of program directors and indirectly oversees all program personnel. Ensures they are appropriately trained and supported to provide clinical services within ICL's philosophy of person centered, trauma informed, integrated, and outcomes driven care. Encourages the use of evidence-based practices in everyday care.

  • Ensures maximization of census by coordinating outreach efforts of various programs and referral source.

  • Collaborates with SVP and Finance Department to create operational and financial strategic plans and manage within budgets.

  • Maintains control of revenue and opportunities of savings.

  • Develops workflows for all program and ensure systems are effectively being practiced.

  • Conducts site visits as needed

  • Reviews client charts and ensure Medicaid/Medicare regulations are met.

  • Ensures Proper Supervision with performance evaluation is conducted for all direct reports

  • Monitors integration of all programs, analyzes the results of clinical and financial data

  • Participates in external and internal committees and conferences as required. Ensures ongoing understanding of all policies, procedures, and regulatory changes and positively represents ICL to external stakeholders.

  • Promotes positive patient experience

  • Acts as a liaison and collaborates with IT, Finance, HR and Communication Departments to ensure all support services are adequately provided to programs.

  • Has the Ability to effectively communicate and interact with auditors, regulatory bodies, clients, staff, colleagues, public, other agencies and their staff and third party insurance personnel.

  • Completes special projects as needed.

  • Performs other duties as required.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of mental health and industry trends, including managed care.

  • Ability to build teams and lead a multi-disciplinary staff of professionals, paraprofessionals, and support staff to facilitate effective programs.

  • Ability to think strategically, analyze trends, identify problems, and provide and implement effective solutions.

  • Ability to multi-task, meet deadlines and manage resources which includes money, material, time, and people.

  • Serves as a role model to staff and consumers/residents.

  • Demonstrates knowledge of, and supports, organizational mission, vision, and values, and the code of ethical behavior.

  • Strong Interpersonal skills

  • Ability to navigate, collaborate, and be effective within dynamic, complex organization.

  • Ability to effectively communicate and interact with auditors, regulatory bodies, clients, staff, colleagues, public, other agencies and their staff and third party insurance personnel.

QUALIFICATIONS AND EXPERIENCE

Education: Licensed Psychologist or Licensed Social Worker (LCSW preferred) with current, valid NYS registration or MBA. A condition of continuing employment is that licensure is maintained. Training and Experience: 7 years minimum clinical experience and 5 years minimum progressive administrative and/or supervisory experience preferred. Job Knowledge: Must have a good understanding of NYS OMH, and NYCDHMH regulations. Superior written and verbal communication skills are a must. Must be comfortable with various software and technology necessary for performing duties. Successful track record of leading diverse interdisciplinary staff is essential.

Language: Bilingual is a plus (Spanish, Russian, Haitian-Creole or other language prevalent in the school setting).
