Develop, design and the lead the successful execution of the information technology (IT) strategy and roadmap and other strategic IT initiatives, identify opportunities for continuous improvement through the use of innovative technologies that enable and enhance the business' profitable growth.

Primary Responsibilities:

  • Shape and guide innovative strategy development by utilizing open thinking and providing an objective perspective to push back, influence and encourage adoption of effective alternative Information Technology plans

  • Develop IT strategy plans into actionable initiatives by partnering with IT and business unit leaders to understand objectives, utilize disciplined approach to problem-solving and ensure structured and objective strategy development

  • Drive targeted, results-oriented initiatives by analyzing and evaluating technical and organizational gaps to develop and design profitable and cost-saving IT strategies

  • Manage and deliver initiatives by monitoring tasks, ensuring effectiveness of key project drivers and encouraging collaboration and project momentum to ensure rigorous, efficient, and profitable execution

  • Monitor and evaluate executed strategic initiatives by reviewing metrics, reports and industry trends to identify opportunities for continuous improvement and ensure a sustainable business unit operations strategy

  • Advise and consult business unit leaders by analyzing trends and researching industry best practices to guide the development of operations strategies that support business plans and organizational growth

  • Manage a performance enhancement culture by actively coaching and mentoring direct reports, providing regular feedback and developing employees for wider roles and responsibilities to foster professional growth and development

  • Manage budgeted resources by anticipating expenditures, accurately forecasting resource needs/costs and properly accounting for expenses to meet requirements and achieve fiscal responsibility

  • Create a positive environment by modeling cultural expectations and guiding leaders to reward performance and value "can do" people, accountability, diversity and inclusion, flexibility, continuous improvement, collaboration, creativity and fun

Experience / Knowledge / Skills / Abilities:

  • 8 years relevant experience with internal or external consulting

  • Bachelor's Degree or equivalent combination of education and work experience

  • Master's Degree in Business Administration is preferred

  • Business and management principles involved in strategic planning, resource allocation, leadership technique, and coordination of people and resources

  • Policies, practices, trends, technology and information affecting the business and organization

  • Advanced knowledge of business unit processes, operations, and technology

  • Relevant trends and information within the industry

  • Conduct gap analysis and identify and implement innovative and efficient improvement initiatives

  • Financial acumen and awareness of financial responsibility

  • End-to-end strategic planning and implementation including risks, benefits and opportunities analysis to ensure organizational competitiveness and satisfaction of established long-range objectives

  • Determine how a system should work and how changes in conditions, operations, and the environment will affect outcome

  • Challenge traditional thinking and offer new ideas

  • Build and establish constructive and cooperative working relationships and open lines of communication

  • Effectively present information to influence and persuade organizational leaders and key stakeholders

  • Analyze and synthesize data to form options and recommendations

  • Research and engage with marketplace competition

As a member of the Data & Analytics Engineering leadership team, the Head of Enterprise Data Engineering will serve as the Cigna Technology Services (CTS) owner of Cigna's enterprise data strategy overseeing strategic planning, data governance, technical direction and delivery of the enterprise critical data efforts that will drive tangible business value and operational efficiencies. This role will report directly to Cigna's Chief Data and Analytics Engineering Officer and will be responsible for developing the overall technology strategy for and governing enterprise operational data, and building a highly efficient, automated workflow for operational data – from ingestion, to governance and quality, through to a single source of truth for all operational data including customers, providers, clients, producers and other enterprise data sets. The leader will work with US Commercial and Global business stakeholders and Global Data & Analytics partners to develop strategic data roadmap and architecture, increasing the value of corporate data assets by improving information quality and usability for operational purposes, and driving delivery of the cross-enterprise initiatives. DUTIES AND RESPONSIBILITIES * Advocate and lead Cigna's enterprise data strategy and delivery overseeing all aspects of life-cycle management for data assets that are critical to the enterprise. * Engage stakeholders across various business units and operational functions to drive alignment on the critical data requirements and prioritize execution of data efforts that will enable value creation and foundational capabilities. * Develop the technology strategy and roadmap for optimizing the operational data workflow in partnership with business partners and key IT stakeholders. * Develop end-to-end, automated operational data workflows which address major business needs and capabilities. * Define and implement strategic data priorities, target state capabilities, data platform architecture, and execution roadmap to enable effective operational data management and governance in support of business needs. * Build out executive level dashboards for visibility into operational data quality, timeliness, completeness and compliance. * Create information life-cycle management capabilities across all operational data domains and associated user interfaces to discover and explore data lineage. * Partner with Global Data & Analytics to execute the roadmap, provide business ownership and oversight for initiative delivery, and ensure continued value creation while progressing toward target state. * Represent strategic data needs within the context of Cigna's portfolio funding process, drive business case development and value realization for the enterprise data initiatives. * Lead and facilitate executive sponsor engagement and Executive Leadership updates on key decisions, progress towards goals, and value delivery. * Drive continued data quality, usability and consistency improvements for the operational data assets, creating 'single source of truth' capabilities in the key enterprise domains including customer, provider, client, producer, and enterprise reference and key KPI data. * Collaborate with data teams across business units to deliver on the enterprise needs and priorities, ensure consistent practices, and create common processes for data lineage, metadata, master/reference data, and quality management. * Serve as a change agent driving 'data as an asset' culture and continued progress toward Cigna becoming an effective data-driven enterprise at Cigna. * Build and lead the global talent/community of engineering professionals to collaborate, adopt shared guidelines and data models, define and evolve common data architecture and tools. * Attract, recruit, manage, develop, and retain talented team members. This includes both hiring and growing employees as well as effective use of consultants or vendor partnerships. * Partner with Legal, Compliance, Information Security, and Audit to develop and implement processes and controls that protect and govern Cigna's data assets; coordinate and oversee responsible use of data in accordance with regulatory requirements and internal Cigna's policies. * Guide and oversee staff in the development of program delivery strategies ensuring alignment with the supporting business cases as well as the associated enterprise-wide project plans and contingency plans. Assist staff in formulating adjustments to project scope, timing, and budgets as needed by applying established governance mechanisms and best practices. * Track and monitor the progress of key projects/programs and their associated milestones and recommend adjustments as necessary. * Become a proactive trusted advisor to the Business – develop relationships with key Business and IT matrix partners. * The ideal candidate will be a credible result-oriented leader with a demonstrated track record of delivering business value and operational efficiency in an enterprise engineering/data owner capacity. This leader will also be an excellent conduit of information for stakeholders and internal customers. Recognized leader with proven track record of delivering software engineering initiatives, IT-application initiatives, and cross IT/business initiatives with scope commensurate with $25-$100M program portfolio. POSITION REQUIREMENTS * 12 to 15 years of IT and business/industry work experience, healthcare industry experience preferred, with at least 8 years of experience in a technology leadership role, and 8 years managing large-scale software engineering teams and programs. * Extensive experience with operational data workflows. * BS in Computer Science or other related field is required; advanced degree (MBA/MS) is strongly preferred. * Strong change management skills with experience in transforming an organization into a highly efficient team. * Extensive knowledge and applied expertise in software engineering methodologies. * Strategic thinker, who can establish and translate business objectives into a tangible data engineering strategy, execution and results through ongoing prioritization, creation of strategic roadmap and business case, effective delivery oversight, and clear communication of success. * Strong combination of business acumen and engineering management skills with ability to articulate and translate business needs, knowledge of Big Data and Cloud Technologies, expertise in data architecture and governance, and orientation to driving tangible results.
