Provides executive business line leadership, direction, innovation, strategic planning and oversight for all national clinical pharmacy programs, drug use management initiatives and outcomes research, and drug information services. Responsible for the development and execution of overall business line strategies to meet current service expectations, member growth and business expansion needs on both a regional and national basis. Oversight areas include national clinical pharmacy services and programs in the ambulatory care settings, national drug use management initiatives and outcomes research, national pharmacy medication quality and safety and drug information services. Primary clinical pharmacy areas of focus include strategic planning; coordination of the planning, implementation, development and evaluation of clinical pharmacy programs; identification and standardization of productivity and performance measures for specific clinician care models; determination of resources to support implementation and support growth of initiatives; space planning and facility design; workflow standardization and consistency; usage of technology; management reporting systems; quality, risk management, and customer service programs and initiatives, and utilization of these items to provide excellence in high quality member services and prudent use of resources. Primary drug information, drug use management and outcomes research areas of focus include directing and overseeing the promotion and support of safe, appropriate and cost-effective use of pharmaceuticals throughout the program through effective evidence-based drug use management initiatives, comprehensive and analytics-based drug forecasts and analytics-supported outcomes research.
Oversees an operating budget exceeding $64M for Clinical Pharmacy services. Partners with Permanente Medical Groups, as well as, other regional and national entities, to optimize drug utilization in the ambulatory and acute care settings across the enterprise. Directly responsible for 3 leaders and a total team of 131 FTEs that help support the national program by working collaboratively with clinical pharmacy managers in all 8 KP regions. Works collaboratively with leaders in all 8 KP regions.
Assists executive leadership in the development and execution of the clinical pharmacy programs national vision and strategy, including the establishment of organizationally-aligned performance goals, timelines and outcome measures. Responsible for prioritizing and adjusting the strategic plan and initiatives in response to organizational, regulatory or market driven imperatives.
Assists executive leadership to seek out, promote and facilitate the rapid adoption and assimilation of best practices and innovations in service, work methods, technology, and operational systems to improve pharmacy service, quality and productivity across the enterprise. Monitors industry trends and changes to ensure that Kaiser Permanente is positioned to provide appropriate services in the competitive environment.
Assures implementation and achievement of ongoing performance improvements that optimize resources achieve including service efficiency, member service and affordability goals. Sets national productivity and member service benchmarks, including delivery strategy. Identifies and develops regional and local pharmacy delivery strategy opportunities to meet established national goals.
Provides executive business line leadership, direction, decision making and oversight and support to assure all management personnel within Clinical Pharmacy Programs actively support and assure compliance with the organization's Labor-Management Partnership agreements and other non-LMP labor agreements.
Oversees development of evidence-based National clinical initiatives that focus on improvement of clinical outcomes and affordability and promote optimal use of clinical pharmacist resources. Champions initiatives that promote access to and advance the clinical scope and acumen of clinical pharmacists in KP outpatient pharmacies. Works collaboratively with pharmacy operations leadership to achieve these responsibilities.
Provides executive oversight and leadership to Drug Use Management to assure selection of appropriate clinical initiatives, consistent implementation and support of care management initiatives. Assists in the design, promotion and execution of other organizational and pharmacy program initiatives which support the mission and vision of KP) whose access and/or effectiveness can be enhanced through collaboration with and/or provision with clinical pharmacy support.
Provides executive leadership in the assessment and evaluation of Clinical Pharmacy Services to meet affordability targets, clinical outcomes and quality of care initiative goals. Acts as an expert and resource on clinical program-related data, analyses, measures, protocols and National medication use initiatives.
Participates in Workforce Planning and Leadership/Management Development to ensure long term success of outpatient pharmacy programs in Kaiser Permanente.
Assures compliance with Pharmacy law, regulations, pharmacy business practices, accreditation standards, SOX controls and Kaiser Permanente policies for all areas with direct oversight.
Collaborates with regional pharmacy executive leaders in the development and allocation of operating budgets to assure appropriate resource utilization, consistent operations, and scope of services provided, with monitoring of performance against operating plans, and adjustments implemented as necessary and appropriate.
Builds strong collaborative relationships with other senior leaders within the national pharmacy program to ensure efficient, effective and consistent delivery of pharmacy services and care within all clinical pharmacy programs.
Collaborates with National Pharmacy Quality and Safety leadership to develop quality initiatives, processes and tool tools to measure and achieve quality targets, metrics and goals within clinical pharmacy programs. Responsible to support the execution and consistent implementation of quality initiatives across clinical pharmacy practice settings. Responsible for all applicable policies, standards and regulations related to AR&L (Accreditation, Regulatory and Licensing).

Minimum seven (7) years of leadership-level experience and documented record of success in senior leadership level management of multi-region clinical pharmacy services required.
Minimum five (5) years of business management experience and documented record of success in business leadership required
License, Certification, Registration
Integrated health system experience preferred.
Pharm.D. preferred, but will also consider master-s degree in pharmacy, Health Services, Business Administration or related field.
Degree in Business preferred. M.B.A. preferred, but will also consider master-s degree in a related field.
Licensure as a registered pharmacist by the California State Board of Pharmacy is required within one year of hire.
American Society of Hospital Pharmacist Pharmacy approved residency certification preferred.
Board of Pharmaceutical Specialties Certification preferred.
