Incumbent reports to the Voluntary Service Officer at the El Paso VA Health Care System (HCS). The HCS has a VAVS committee which has 16 organizations represented & through their ability to bring in volunteers, gifts & donations, have significant influence in operations which necessitates the incumbent establish/maintain an effective relationship with their leadership; serves as the staff person responsible for providing essential administrative support within the local VAVS.

Duties include, but are not limited to:

  • Performing a wide variety of administrative tasks associated with maintaining and supporting the work performed within the Voluntary Service.

  • Acting as the primary liaison between the Service and administrative offices outside the local organization.

  • Assisting Voluntary Service management in the administrative functions within Voluntary Service.

  • Performing a full range of administrative duties in support of the Service such as greeting potential walk-in volunteers, informing them of volunteer opportunities and processing new volunteers.

  • Completing background checks on volunteers, photo ID's of volunteers, data compilation, volunteer chart management and report preparation.

  • Preparing correspondence and reports including statistical program data, briefings, reports, center policy memorandums, handbooks, thank you letters, invitations for events and posters.

  • Serving as recorder and coordinator for various committees.

  • Transcribing minutes for each committee, tracking actions Items and distributing signed minutes to members.

  • Maintaining and ensuring accuracy of all personnel folders on all volunteers.

  • Utilizing a PC for a significant amount of the time.

  • Performing other duties as assigned.

Work Schedule: Monday thru Friday 8:00 a.m. to 4:45 p.m.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administrative duties supporting a service; providing program support functions for special events; maintaining and ensuring accuracy of all personnel folders; maintaining General Post account and reconciling with fiscal service and planning and conducting routine programs and facility tours. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have possess 4 years of education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

VIEW JOBS 11/24/2020 12:00:00 AM 2021-02-22T00:00 Job Summary: The Youth Services Coordinator is responsible for assisting the Director of Youth Services in directing and ensuring high quality youth development services provided to all Unaccompanied Minor's Shelter Program (UMSCP) shelter residents. These include youth development interventions, supervision, behavioral management, and program scheduling. The Youth Services Coordinator analyzes the effectiveness of programming, ensures all performance improvement standards are monitored and feedback given to appropriate staff. Additional responsibilities include collaboration with the executive management team to ensure compliance with regulations in policy development/implementation, as well as on-going program refinement based upon advances in the field. All duties are performed based on education, training and certified clinical experience within the human service field. Essential Functions: * Conduct supervision of all youth care worker departments to include assessment, development and implementation of policy and procedures in accordance with the organization's policies and applicable laws. * Develop and maintain standardized youth care worker services approach across all shelters. * Develop and conduct training of youth care workers as needed; identify and make recommendations for e-learning and other training requirements. * Conduct formal monitoring of UMSCP programs with Executive Management Team throughout the year. * Prepare written reports and presentations related to Youth Care Services, programming, and deliver to appropriate audiences, as needed. * Able to react to change productively and handle other essential tasks as assigned. Other Functions: * Research develop, and implement resources and evidence-based practices to improve effectiveness and efficiency in the YCW Department. * Must be available to travel to other cities, states, SWK sites, and community sites as needed in order to support necessary program operations and as needed for required training and implementation of new initiatives. Qualifications and Requirements: * Bachelor's degree is preferred but a minimum of two (2) years of direct Southwest Key Programs experience or equivalent experience is required. * Successful completion of 86 hours of pre-service training and job shadowing. * Compliance with annual requirement of 50 training hours as mandated by Southwest Key Programs, Office of Refugee Resettlement, and state licensing standards. * Must possess a valid state driver's license and be eligible to drive to facilitate program services as required by contractual agreement. * Required to work a flexible schedule to facilitate program services. * Cleared Tuberculosis test results. * Ability to travel frequently * Cleared background check from appropriate entity. * Cleared drug test results. (Texas programs only). Physical Demands: Must be able to obtain Crisis Prevention Institute (CPI) certification and First Aid Certification (CPR). Must be able to supervise clients indoors and outdoors as necessary. Bending, stooping and lifting up to 15 lbs required to complete daily tasks. Job requires extended periods of sitting; use of various office equipment. Work Environment: Ability to work a flexible work schedule is required dependent upon the department, facility or program in which s/he works and job duties assigned.
