WHAT IS THE VOLUNTARY RELOCATION PROGRAM (VRP)? The Voluntary Relocation Program (VRP) is a negotiated process which affords current Bargaining Unit employees the opportunity to relocate to a Post of Duty (POD) to a position that is the same as their home position of record, same grade, series and PD. Relocation must be an exact position match, the program does not allow for promotion or change to lower grades.

Applicants will ONLY be referred for positions that are same as their home position of record, same grade, series and PD. There is no promotion potential under the Voluntary Relocation Program. Applicants will ONLY be referred for locations which they wish to be considered. Applicants can request a copy of the position description if selected under this program.

Employees who apply after October 22,2018 will be considered following the next cutoff dates (July 22, 2019 through December 31, 2019). For more information, see Article 15, Section 6 of the 2019 National Agreement

VIEW JOBS 11/3/2018 12:00:00 AM 2019-02-01T00:00 Overview Location/Department: Waterbury Corps & Family Shelter (Waterbury, CT) Status: Non-exempt, Full-time Hours Per Week: 40 Schedule: Mon, Tues, & Thurs 10:00am-6:00pm; Wed & Fri 8:00am-4:00pm Scope & Purpose of Position: To support and guide youth, ages 18-24, along the path to safe, secure, and permanent housing. Responsibilities Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions. * Assist youth leaving Waterbury shelters in locating decent, affordable housing. * Take referrals from the housing placement committee directly from the Coordinated Access Network (CAN). * Provide support and follow-up services to youth leaving the shelters and to their landlords in order to establish and maintain rental stability. * Provide ongoing intense case management to the youth accepted into the program for the duration of their enrollment. * Assist youth in registering for and securing placement in training classes of their choice regarding employment and education. * Communicate with staff of referring shelters regarding program services. * Visit all shelters within the CAN geographic area regularly for screening, outreach to youth. to provide tenant education, etc. * Identity, screen, and enroll eligible individuals. * Establish rapport with landlords and the Housing Authority to discuss landlord support needs and concerns, unit availability, etc. * Inspect housing units using HUD quality standards as guidelines. * Develop and maintain an updated list of available units. * Educate both youth and landlords as to tenant/landlord rights and responsibilities. * Facilitate the relationship between tenants and landlords. * Provide crisis intervention as needed. * Develop and implement a monthly schedule for outside resources to encourage and educate youth on specific community resources. * Develop a Housing Service Plan with enrolled youth within three working days of initial enrollment, assure plan implementation, and update plans as appropriate. * Network with human services agencies to coordinate support to enrolled youth. * Visit youth in their homes for support of housing stability. * Maintain accurate and up to date files and records to include required documentation and confidential case management notes. * Be knowledgeable of all HUD definitions and requirements for both ESG assistance and CT RRP assistance. * Network with CT ESG Provider and CT Coalition to End Homelessness to request financial assistance to eligible clients for RRP services and coordinate handling of third party payments to vendors. * Complete statistical reports as requested in a timely manner. * Survey youth and landlords to measure satisfaction with housing support. * Participate in program development and implementation with other "At Home Connecticut" agencies and with the Connecticut Department of Social Services as requested by supervisor. * Attend and participate in meetings necessary to your job title, as requested, as well as staff meetings as scheduled by supervisor or the Corps Officers. Supervisory Responsibilities: Does this job have supervisory responsibilities: ___ Yes _x__ No Qualifications * Bachelor's Degree in human services or a minimum of two years of experience in a related field is required. * Bilingual in English and Spanish is preferred. * Knowledge and proficiency in Microsoft Office programs, particularly Excel and Word. * Good interpersonal, organizational, and oral/written communication skills. * Demonstrate excellent ability to engage with diverse populations. * Ability to function independently, with excellent time management skills. * Communicate clearly both verbally and in writing. * High energy level and solid work ethic. * Ability to respond to changing conditions. * Work well in a team atmosphere. * Must have a valid Connecticut driver's license. * Will respect and promote the interest of The Salvation Army.
