WHAT IS THE VOLUNTARY RELOCATION PROGRAM (VRP)? The Voluntary Relocation Program (VRP) is a negotiated process which affords current Bargaining Unit employees the opportunity to relocate to a Post of Duty (POD) to a position that is the same as their home position of record, same grade, series and PD. Relocation must be an exact position match, the program does not allow for promotion or change to lower grades.

Responsibilities

Applicants will ONLY be referred for positions that are same as their home position of record, same grade, series and PD. There is no promotion potential under the Voluntary Relocation Program. Applicants will ONLY be referred for locations which they wish to be considered. Applicants can request a copy of the position description if selected under this program.

Employees who apply after October 22,2018 will be considered following the next cutoff dates (July 22, 2019 through December 31, 2019). For more information, see Article 15, Section 6 of the 2019 National Agreement

VIEW JOBS 1/10/2019 12:00:00 AM 2019-04-10T00:00 The Virginia Department of Transportation's Right of Way and Utilities (ROW) division is seeking to fill a Utilities Relocation Program Manager position that will provide leadership and direction for the statewide utilities relocation program. This position will coordinate assigned construction or maintenance projects that are in alignment with VDOT's purpose, mission and values and in compliance with state and federal regulations. Project coordination duties include, but are not limited to, evaluating, coordinating and arranging for the relocation or adjustment of utilities, assigning staff resources to projects based on workload and schedules and ensuring utility relocations conform to federal and state rules and regulations and established schedules. The position requires continued monitoring of project coordination progress and certifying clearance for construction advertisement. This includes annual auditing of the utility relocation process in the Regions for conformance and supervision of the Design Build Utility Coordinators.This position will participate in the development, modification and administration of utility related policies and procedures, Specifications/Standards and laws and responding to utility related requests for the Regions. Minimum Qualifications The successful candidate will have progressive knowledge of administrative, managerial and leadership practices. This position requires a working knowledge of state and federal law pertaining to utility relocation, VDOT, ROW and Utilities policies and procedures and a working knowledge of all disciplines involved in the acquisition of ROW and Utilities. The successful candidate will have knowledge of preliminary engineering, project sequence and design concepts, utility facility methods and construction. This position requires the ability to be flexible and make decisions using sound judgement as dictated by the situation to reach a positive outcome. The selected candidate will be able to communicate effectively orally and in writing with internal and external customers as well as work with diverse groups and manage a complex program. The position requires proficient skill in the use of computers and software applications. A valid driver's license is required. Preferred Qualifications The preferred candidate will have a Bachelor's degree and previous management experience in ROW and Utilities or other transportation programs. Previous supervisor experience is also preferred. Special Requirements This position requires a fingerprint based criminal history background check and a DMV background check.
