WHAT IS THE VOLUNTARY RELOCATION PROGRAM (VRP)? The Voluntary Relocation Program (VRP) is a negotiated process which affords current Bargaining Unit employees the opportunity to relocate to a Post of Duty (POD) to a position that is the same as their home position of record, same grade, series and PD. Relocation must be an exact position match, the program does not allow for promotion or change to lower grades.

Responsibilities

Applicants will ONLY be referred for positions that are same as their home position of record, same grade, series and PD. There is no promotion potential under the Voluntary Relocation Program. Applicants will ONLY be referred for locations which they wish to be considered. Applicants can request a copy of the position description if selected under this program.

Employees who apply after October 22,2018 will be considered following the next cutoff dates (July 22, 2019 through December 31, 2019). For more information, see Article 15, Section 6 of the 2019 National Agreement

VIEW JOBS 11/5/2018 12:00:00 AM 2019-02-03T00:00 The Virginia Department of Transportation's Right of Way and Utilities Division is seeking to fill one Relocation Improvement Specialist, Sr. position. This position will assist in the management of the statewide Right of Way Relocation Program by providing effective leadership and direction. The selected candidate must develop, assist, implement and enforce statewide policies and procedures of the program to ensure consistency and compliance with state and federal law in partnership with the Federal Highway Administration. This position must coordinate changes in policies and procedures with RWU Administration, the Administrative Process Act, District Relocation Staff, other State and local public agencies and determine economic impact of implementing policies and procedures.This position will assist in the maintenance of the Relocation Program's alignment with Agency initiatives, striving for exceptional customer service satisfaction and preparing training materials and publications used to implement the Relocation program. The selected candidate must ensure resolution of complex problems in areas of complicated relocation issues, without clearly defined parameters and analyze policies and procedures and other resources available to develop creative and or alternative recommendations to the extent allowed by law. This position will manage the Statewide Workload Planning System for the Division, and analyze and provide information to establish the necessary projected employment level. Selected candidates must have the ability to provide a high level of customer service while demonstrating flexibility and sound judgment in decision making and to negotiate sensitive and complex issues, as well as influence and motivate others to reach positive outcomes. Minimum Qualifications This position requires experience applying state and federal regulations related to right of way acquisition and relocation and knowledge of the relocation program and processes with a general knowledge of other right of way program areas. Qualified candidates will have knowledge of preliminary engineering, project sequence and design concept and the ability to analyze and compile information and prepare correspondence and reports. The ability to provide a high level of customer service while demonstrating flexibility and sound judgment in decision making and to negotiate sensitive and complex issues, as well as influence and motivate others to reach positive outcomes. The selected candidate must have the ability to plan, coordinate and evaluate work and communicate effectively orally and in writing with internal and external customers to include making formal presentations and training staff. Skill in the use of computers and software applications is required. Preferred Qualifications Bachelor's degree preferred; equivalent experience or training may substitute for degree. Experience in real estate including but not limited to appraisals, negotiations, property management, relocation, and contractual procurements is also preferred.
