WHAT IS THE VOLUNTARY RELOCATION PROGRAM (VRP)? The Voluntary Relocation Program (VRP) is a negotiated process which affords current Bargaining Unit employees the opportunity to relocate to a Post of Duty (POD) to a position that is the same as their home position of record, same grade, series and PD. Relocation must be an exact position match, the program does not allow for promotion or change to lower grades.

Applicants will ONLY be referred for positions that are same as their home position of record, same grade, series and PD. There is no promotion potential under the Voluntary Relocation Program. Applicants will ONLY be referred for locations which they wish to be considered. Applicants can request a copy of the position description if selected under this program.

Employees who apply after October 22,2018 will be considered following the next cutoff dates (July 22, 2019 through December 31, 2019). For more information, see Article 15, Section 6 of the 2019 National Agreement

We are currently seeking a Scientific Program Analyst to work with the NIH/National Institute of Environmental Health Sciences in Research Triangle Park, NC. This is a long-term contract position which offers: * Competitive salary with comprehensive benefit package * Opportunity to work at NIH, world's foremost medical research center * Learn more about what Kelly can do for you at www.kellygovernmentsolutions.com TASKS/SERVICES: The contractor shall: (1) Provide program support to staff for the implementation and facilitation of Title 42 and Committees on Promotions (COP) functions, including, but not limited to, promotions, recruitments, selections and retentions; respond to inquiries; create informational materials; provide scientific guidance. (2) Complete administrative details and arrangements associated with various aspects of recruitment for the scientific staff. (3) Function as Title 42 and COP program liaison; maintain complete and accurate records. (4) Organize logistical support for meetings, workshops, and seminars – including the coordination of meeting locations, schedules, audiovisual needs, reservations, and program materials; distribute program announcements to appropriate organizations and individuals. (5) Coordinate committees on promotions (COP) process including review of scientific materials, timelines and distribution of materials. (6) Interact with COP chairs to manage cases and schedule reviews. (7) Interact with scientific staff to communicate requirements for promotions. (8) Maintain current knowledge of all rules and policies to provide guidance on hiring authority and process for scientific staff. (9) Coordinate hiring activities with search committee chairs for senior level scientific staff. (10) Develop memoranda, job announcements, etc. for new recruitments. (11) Monitor active personnel cases and upcoming recruitment, renewals and promotion of scientific staff. (12) Review scientific applicants to ensure they meet basic requirements for advertised position. (13) Track and monitor personnel renewals for scientific staff. (14) Work with staff on several program level activities, i.e., spring increase, awards, and performance management. (15) Prepare written material, figures and tables, which may be scientific in nature. (16) Coordinate with NIH level staff to process personnel documents. (17) Schedule and coordinate logistical support for IC advisory group meetings, information, presentations and feedback. (18) Coordinate information and responses with staff and offices to ensure consistency and conformance with program policies, regulations and formats. (19) Ensure consistency with agency procedures on completeness, timeliness and format. (20) Build and maintain an extensive filing system/database consisting of a variety of confidential, administrative, and other material (i.e. applications materials, notes, and evaluations) (21) Draft presentations for meetings, workshops and group updates. (22) Prepare and submit monthly reports to the Office of the Deputy Director for Intramural Research. (23) Write narratives to communicate the status, progress and general state of the program. REQUIREMENTS: The contractor ideally would have: (1) Master's degree in a science discipline or science education; three (3) years of specialized experience plus a Bachelor's degree is equivalent to a Master's degree. (2) Minimum of years (2) years of related experience. (3) Prior science program experience. (4) Experience and familiarity with program evaluation. (5) Proficiency with Microsoft Word, Microsoft Excel, Adobe Acrobat, Adobe Photoshop, and email clients such as Microsoft Outlook. (6) Strong communications skills, both oral and written. (7) Excellent spelling, grammar, and writing skills (8) Experience and familiarity with the scientific method. (9) Excellent analytical, organizational and time management skills.
