WHAT IS THE VOLUNTARY RELOCATION PROGRAM (VRP)? The Voluntary Relocation Program (VRP) is a negotiated process which affords current Bargaining Unit employees the opportunity to relocate to a Post of Duty (POD) to a position that is the same as their home position of record, same grade, series and PD. Relocation must be an exact position match, the program does not allow for promotion or change to lower grades.

Applicants will ONLY be referred for positions that are same as their home position of record, same grade, series and PD. There is no promotion potential under the Voluntary Relocation Program. Applicants will ONLY be referred for locations which they wish to be considered. Applicants can request a copy of the position description if selected under this program.

Employees who apply after October 22,2018 will be considered following the next cutoff dates (July 22, 2019 through December 31, 2019). For more information, see Article 15, Section 6 of the 2019 National Agreement

VIEW JOBS 1/18/2019 12:00:00 AM 2019-04-18T00:00 Description Parks & Recreation Coordinator – Landscape Management This position oversees the responsible and professional work of planning, design, maintenance, preservation and improvement of City landscapes and turf in parks, greenways, and other designated locations. Work is performed under the general supervision of the Parks Manager. Supervision is exercised over several crews. This position coordinates the landscape and turf management programs for the City. It is a professional position that requires comprehensive and extensive knowledge of all aspects of horticulture and landscape and turf management principles and practices to design and maintain landscapes, seasonal plantings, and turf that grow on park and public property. Professional management is essential to provide aesthetically pleasing parks and green spaces that invite residents and visitors to use our city's natural resources while establishing and maintaining sustainable landscapes and turf that encourage environmental sensitivity and stewardship. The successful candidate will perform responsible work managing staff that performs professional horticulture and turf maintenance and management on City owned parks and properties. Minimum requirements include a Bachelor's degree from an accredited four year college or university, with major work in Horticulture, Landscape Management or a related field; five (5) years related experience or training in horticulture , landscape and turf design, planning, maintenance and management; including supervisory experience; or equivalent combination of education and experience. The position requires the possession of a State of Virginia Department of Motor Vehicles Driver's License, a State of Virginia Pesticide License in Categories 3 A & 3B and a Virginia Fertilizer Applicator Certification. Examples of Duties EXAMPLES OF DUTIES: Roanoke Parks and Recreation is looking for someone with a thorough knowledge of the methods, safety practices, tools, materials and equipment used in the care and maintenance of landscape plant materials, including ornamental trees, shrubs, perennials, annuals, ornamental grasses, grounds covers, etc. and the types of turf that perform well in our transition zone; thorough knowledge of plant and turf health care, vegetation and weed control, and methods of disease and pest control; ability to supervise and train subordinates; ability to effectively communicate both orally and in writing; ability to maintain records and prepare reports; ability to establish and maintain effective public relationships and partnerships; ability to plan and implement City landscape and turf projects; ability to perform field investigations, analyses and inspections of landscapes and turf; ability to develop, monitor and analyze budget information. This position assists in snow and ice removal operations on City streets and sidewalks. SUMMARY Evaluates, promotes, and manages Roanoke's landscape s and turf in order to maximize its value to the City and its citizens, businesses and visitors. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Coordinates and directs staff in the design, care and maintenance of landscapes and turf growing in City parks, greenways and other properties Develops standards and specifications for landscape and turf establishment, renovation, care and maintenance performed by staff and contractors and monitors for compliance Develops landscape plans, material lists, cost estimates, planting and watering schedules Advises staff in propagating, planting, cultivating, maintaining, watering and spraying a wide variety of plant material and turf grass Works with local businesses and organizations that provide funding and/or labor for various landscape and beautification projects Prepares schedules and supervises the application, documentation and storage of all herbicides, pesticides, fertilizer, etc according to VDACS regulations Prepares and manages landscape maintenance and turf maintenance budgets Oversees contracts related to irrigation maintenance, interiorscaping, turf weed control, etc Implements and updates all beautification projects and programs Reviews large scale landscape plans as requested by P&R, Engineering or Public Works Coordinates, develops and submits budget and monthly status reports Trains staff on safe work practices in compliance with industry standards Assists in handling citizen complaints Maintains records such as work orders, personnel reviews, leave and payroll Maintains records on volunteers and Adopt-a-Park/Spot programs Develops and maintains mowing schedules for parks and greenways Coordinates vehicle, equipment and materials in support of landscape and turf maintenance Assists with coordinating emergency flood/storm response City-wide if necessary Reviews and revises departmental policies and procedures Updates and compiles required evidence of compliance for Section 8 for Accreditation recertification - includes planning and scheduling required yearly Emergency Preparedness, Law Enforcement & Critical Incident Training to all P&R staff Participates in snow and ice removal operations Oversees yearly ordering of employee uniform clothing Maintains Parks Division master vehicle and equipment list Serves on various City committees, such as PWSC ESMS Committee, PWSC Parks Fire Captain, Annual Christmas Employees/Retiree Luncheon, APWA Conference Committee, VML Conference Committee Serves on various community committees, such as Horticulture Curriculum Advisory Committee at Virginia Western Community College, Advisory Board for Botetourt Technical Education Center, Advisory Committee for Mill Mountain Wildflower Garden SUPERVISORY RESPONSIBILITIES Supervises 14 full time employees and approximately 6 seasonal workers. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
