SALARY: $84,442.00 Annually

CLASS DESCRIPTION

The Victim Services Team Lead performs supervisory and program administrative duties to ensure effective daily operations of the Victim Services Unit. The Supervisor assigns and reviews the work of Victim Service Coordinators while managing an independent case load of crime victims that need assistance. The incumbent also assists the Director of Victim Services by providing administrative direction to staff in the Director's absence and by acting as a liaison between the agency and the community.

ORGANIZATIONAL RELATIONSHIPS

Interacts with:

  • Various BPD units

  • Mayor's Office of Neighborhood Safety & Engagement

  • State and local law enforcement and other criminal justice agencies

  • Baltimore City communities, service providers and other community-based organizations

ESSENTIAL FUNCTIONS

  • Supports to expand the current scope of BPD's victim coordinators to also include a service response to other victimization types.

  • Maintains the Victim Services Case Management Database to ensure quality service and compliance to the Standard Operating Procedures.

  • Provides new- hire training.

  • Manages a case load of crime victims needing assistance, including establishing contact with crime victims, providing appropriate resource and counseling referrals, explaining criminal justice system processes and procedures.

  • Responds to call outs to provide crisis intervention, support, and advocacy services.

  • Identifies and develops resources within the community; networks with other victim assistance agencies and resource providers; conducts public education and outreach on victim advocacy; represents the program before committees, community groups and agencies as directed by or in the place of the Director.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have an associate degree in criminal justice, Social Work (BSW), Human Services, Public Policy or related field from an accredited college or university.

OR

NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience.

LICENSES, REGISTRATIONS, AND CERTIFICATIONS: A valid Maryland Class C Noncommercial driver's license or an equivalent out-of-state driver's license acceptable to the Office of Risk Management is required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to work with a diverse population and have knowledge and understanding of working with victims of crime.

  • Ability to establish a professional rapport with police personnel, supervisors, the community, outside agencies and outside service partners.

  • 3 years of experience within the victim services, public policy, and or/criminal justice field

  • Experience working within local government a plus.

  • Experience managing grant administration and reporting.

  • Ability to communicate effectively orally and in writing.

  • Highly organized; strong project management skills

  • Ability to analyze complex information and develop plans to address identified issues.

  • Strong interpersonal skills to develop and maintain cooperative, professional and productive work relationships.

  • Able to work off hours in response to critical incidents or community needs.

  • Distinguished service record, including excellent performance ratings, ability to pass a CJIS background investigation to obtain access to police sensitive information.

CONDITIONS OF EMPLOYMENT

The City's Background Check Policy requires background checks to be conducted on the final internal or external candidate(s) applying for any position with the City of Baltimore.

The type of information that will be collected as part of a background check includes, but is not limited to:

reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry, and motor vehicle records check.

Background checks must follow all federal and state statutes, such as the Fair Credit Reporting Act (FCRA).

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate's written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination.

  • This position is a non-civil service position and serves at the discretion of the Police Commissioner and is represented by the Managerial and Professional Society of Baltimore (MAPS) and is eligible for any benefits provided to comparable MAPS employees.

NOTE: Those eligible candidates who are under final consideration for appointment to positions in this class will be required to authorize the release of criminal conviction information.
