SALARY RANGE: $86,975.00 - $149,519.00 Annually

CLASS DESCRIPTION

The Victim Services Manager is responsible for all administrative functions related to the planning, organizing, and directing of the unit. The Manager is responsible for assisting the Director with senior administrative duties that include creating work assignments, process supervision, unit performance management, and representing the VSU in the absence of the Director.

Interacts with:

  • Various BPD units

  • Mayor's Office of Neighborhood Safety & Engagement

  • State and local law enforcement and other criminal justice agencies

  • Baltimore City communities, service providers and other community-based organizations

DUTIES AND RESPONSIBILITIES

  • Supports the Director to expand the current scope of BPD's victim coordinators to also include a service response to other victimization types.

  • Maintains the Victim Services Case Management Database to ensure proper documentation, quality service, and compliance to the Standard Operating Procedures

  • Responds to emergency call outs to include complex cases to provide crisis intervention, support, and advocacy services.

  • Identifies and develops resources within the community, networks with other victim assistance agencies and resource providers.

  • Conducts public education and outreach on victim advocacy; represents the program before committees, community groups and agencies as directed by or in the place of the Director.

  • Prepares grant applications and administers grant funding; monitor expenditures; ensure the program operates within guidelines established.

  • Provides new- hire training.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a master's degree in criminal justice, Social Work (BSW), Human Services, Public Policy or related field from an accredited college or university.

AND

EXPERIENCE: Have three (3) years of experience within the victim services, public policy, and or/criminal justice field. Experience working within local government a plus and experience managing grant administration and reporting.

OR

NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience.

LICENSES, REGISTRATIONS AND CERTIFICATES: A valid Maryland Class C Noncommercial driver's license, or an equivalent out-of-state driver's license acceptable to the Office of Risk Management is required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to work with a diverse population and have knowledge and understanding of working with victims of crime.

  • Ability to establish a professional rapport with police personnel, supervisors, the community, outside agencies, and outside service partners.

  • Ability to communicate effectively orally and in writing.

  • Highly organized; strong project management skills

  • Ability to analyze complex information and develop plans to address identified issues.

  • Strong interpersonal skills to develop and maintain cooperative, professional, and productive work relationships.

  • Able to work off hours in response to critical incidents or community needs.

  • Distinguished service record, including excellent performance ratings, ability to pass a CJIS background investigation to obtain access to police sensitive information.

  • This position is a non-civil service position and serves at the discretion of the Police Commissioner and is represented by the Managerial and Professional Society of Baltimore (MAPS) and is eligible for any benefits provided to comparable MAPS employees.

NOTE: Those eligible candidates who are under final consideration for appointment to this position will be required to submit to drug and alcohol testing and criminal background check.
