INTRODUCTION:

The Los Angeles Community College District (LACCD) announces an opening for a Vice President of Student Services (VPSS) at Los Angeles Valley College (LAVC). LAVC is a two-year community college located in the heart of the San Fernando Valley and is one of nine colleges in the LACCD. With an enrollment of more than 18,000 students from diverse backgrounds, LAVC provides strong transfer and career educational programs and is committed to student success. The College works closely with local secondary institutions to assist high school students in their transition to higher education and maintains strong ties to the business community by providing highly respected job training programs that meet the direct needs of local employers. The college offers 75 associate degree programs, 26 associate degrees for transfer, 83 certificate programs, and continuing education, noncredit, and job training programs. Today, it has more than 200 full-time faculty and more than 400 part-time instructors. LAVC is accredited by the Accrediting Commission for Community and Junior Colleges and is a Hispanic-Serving Institution.

JOB DESCRIPTION:

The VPSS serves as the Chief Student Services Officer (CSSO) and student support leader of the college. Reporting to the college President and serving as a member of the Senior Staff, the VPSS provides leadership and direction for all Student Services and equity programs, including oversight of planning and budgeting, selection of staff, and accountability for assigned categorical programs. The VPSS plans, organizes, and directs LAVC's comprehensive student services program, which includes counseling, admissions and records, Veterans program, Umoja Black Scholars, Dream Resource Center, Rainbow Pride Center, Student Life, outreach, student government, financial aid, EOPS, CalWORKs, student grievance, disciplinary process, Services for Students with Disabilities, career and transfer center, and more. The VPSS provides direct supervision for all student services administrators and champions the vision, mission, and goals of the college and Student Services.

The VPSS works with Senior Staff members to lead and support the planning and implementation of collegewide programs and initiatives. The VPSS supports a campus environment that is welcoming, nurturing, and one where all students and employees matter, as well as being a strong advocate for students. The VPSS works collaboratively with the College's diverse stakeholders to develop and implement innovative approaches to provide a student-centered learning environment focused on removing institutional barriers to student access and success, and closing achievement gaps.

REQUIRED MINIMUM QUALIFICATIONS:

Applicants must meet the minimum qualification requirements below:

  • Master's degree;

  • One (1) year of formal training, internship, or leadership experience reasonably related to the administrator's assignment;

  • A sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students and staff.

GENERAL REQUIREMENTS

Health: A medical certificate indicating fitness to engage in administrative work is required for new employees at the applicant's expense after selection and before employment.

Pursuant to LACCD Board of Trustee's Policy 2900, all students and employees must be fully vaccinated or have an approved exemption. LACCD employees are required to provide their vaccination status in compliance with the LACCD Board of Trustees' policy. Newly hired employees will be required to provide their vaccination status prior to starting a position or, at the latest, by their position start date.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Administers a comprehensive student services program and its related departments. Directs and coordinates all operational activities related to Student Services.

  • Provides leadership, direction and coordination for enrollment development and student retention to assure maximum student access, progress, and success. This includes the continuous improvement and development of outreach/school relations, financial aid, orientation, assessment, admissions, counseling, student health and student life programs, transfer, and career attainment services.

  • Works collegially with faculty, staff, and students in an environment of participatory governance to increase student success and close achievement gaps.

  • Directs and oversees a complex student services budget, requiring coordination of categorical and district funds.

  • Maintains compliance with Federal, State and local regulations, including District policies and procedures and insures submission of timely reports. Evaluates and recommends revision of policies and procedures.

  • Provides leadership for the development and revision of institutional and Student Services plans, including the development of short and long-term goals.

  • Provides leadership and oversight of student services program development, review, and viability; and student service area outcomes assessment. Assesses student services needs and implements appropriate student support programs in concert with Academic Affairs to ensure continuous quality improvement.

  • Oversees a systematic, equitable process for the selection, supervision and evaluation of student services staff.

  • Encourages professional excellence among the staff and promotes an organizational culture of customer service, innovation, and quality services. Develops and coordinates in-service training and staff development for student services staff, academic, and classified personnel to provide excellent customer service.

  • Serves as college liaison with the District Office and other District and Statewide educational institutions, on matters relating to the College's student services program and information systems.

  • Conducts appropriate processes related to student discipline, student grievance, and due process; coordinates and facilitates the resolution of student, instructor, and staff conflicts, complaints, and grievances.

  • Write grants, proposals, recommendations, contracts, reports and correspondence.

  • Coordinates with the Director of Public Relations on advertising, marketing, and communication initiatives.

  • Ensures that collective bargaining agreements are followed within Student Services.

  • Coordinates student services technologies.

  • Assumes the duties, obligations, and responsibilities of the College President, as assigned, during his/her absence.

  • Performs other duties as assigned by the President.

DESIRABLE QUALIFICATIONS:

The successful candidate will demonstrate the following knowledge, skills, and abilities:

  • Five years of increasingly responsible higher education management experience in development, organization, and administration in the student services areas, preferably at a community college.

  • Excellent communication skills and experience in working with a population (faculty, staff, students, and community members) of diverse ethnic, linguistic, and socioeconomic backgrounds.

  • A proven record of accomplishments as an innovator of new programs and initiatives.

  • Knowledge of regulations and best practices for student equity and disproportionately impacted student groups.

COMPENSATION AND BENEFITS:

The Los Angeles Community College District determines placement on the pay scale depending on verified education and experience. Current starting annual salary range is from: $198,518 to $245,929.
