Imagine a City Manager of a large municipality with a police department involved in a joint task force made up of several officers from different local municipalities. The task force, in executing a warrant, enters the home to find the occupant with a weapon pointed at them.
The officers fire at the occupant causing severe injuries resulting in millions of future medical care. What does the City Manager do now?
