JOB SUMMARY

The Executive Vice President/Chief Operating Officer (COO) is responsible for managing the day-to-day operations of those business affiliates and units/departments that are part of Hamilton Medical Center (HMC) and the Health Care System assigned to the COO. The COO directs all functions of those HMC and system entities in keeping with the overall policies established by the Board of Trustees and in compliance with regulatory guidelines, in order that the strategic objectives of the entire health care system can be attained.

The COO provides leadership and direction in ensuring the efficient, economical, and effective utilization of system resources to meet the identified needs of the community/service area through quality medical care and health service programs. Works closely with physicians, nursing staff, and other disciplines to develop and implement operating objectives and participate in organization wide planning for the future development of programs, services and facilities. Establishes and leads in the monitoring of key quality, financial and operational performance indicators in all areas of responsibility.

The COO may at times act in the absence of the CEO. The COO will exercise management responsibility over designated areas of the health care system ensuring efficient services that are designed to meet the needs of patients, physicians, the public and associates.

This will either be done directly, or through delegation of responsibility to the management staff. Responsible for regulatory, Joint Commission (TJC) compliance, fiscal management, policy standardization and planning.

Areas of Responsibility include the clinical, professional and support functions of the health care system through the Vice Presidents, administrators, department directors and other administrative support personnel, Hamilton Emergency Medical Services, Hamilton Long Term Care and other Senior Residential programs.

JOB SPECIFICATIONS

The COO will provide collaborative leadership in the ongoing development, implementation and overall management of HMC and system affiliates and will be responsible for fulfilling the following duties.

  • Organizes the functions of the COO's scope of control through appropriate departmentalization and the delegation of duties; establishes responsibility and accountability for system operations while retaining ultimate responsibility for the COO's entities and units' operational performance.

  • Reports to the Board of Trustees at regular and special meetings as requested by the CEO on relevant matters of business within the COO's scope of oversight and makes recommendations concerning the disposition thereof. Attends Board meetings, provides input, and receives feedback on all financial, operational and medical staff related issues.

  • Maintains an effective working relationship with the CEO by keeping him/her informed of key quality, safety, operational and medical staff issues. Seek guidance and approval on strategic initiatives and provide regular updates to the CEO.

  • Develop and foster effective collaboration between clinical departments, medical staff leadership and other affiliated services (inside and outside of the hospital) to ensure an integrated approach to providing high quality, patient focused, cost-effective services.

  • Develops and implements a plan to integrate the resources of Hamilton's operating entities and programs to provide for effective, seamless and coordinated delivery of care to include all the operating affiliates (Whitfield Healthcare Foundation, Hamilton Emergency Medical Services, Hamilton Long Term Care, Hamilton Physician Group, Royal Oaks and Dalton Senior Housing).

  • In collaboration with the management team and medical staff leadership, develop strategies to reduce costs, enhance revenues, achieve effective utilization and improve organizational quality and patient experience.

  • Supervises the negotiation of hospital based physician agreements (i.e., professional services, employment, co-management, etc.) and medical directorships, as well as ensure appropriate controls and monitoring activities are in place to monitor compliance.

  • Develop and implement the strategic plan of Hamilton as a part of the system's overall plan to include recommendation of new business strategies, market share improvement, enhance overall operational performance, creation of outreach activities external partnerships to support the primary and secondary service areas.

  • Support the Mission, Vision, Purpose, Priorities and Values of Hamilton in all interactions both internally and externally.

  • Provide leadership to coordinate the patient experience strategies to hardwire excellence throughout Hamilton and all its affiliates.

  • Ensures compliance with all regulatory agencies governing healthcare delivery and the rules of accrediting bodies by continually monitoring the operations, programs and facilities of Hamilton.

  • Maintains professional and community affiliations to enhance professional growth and community involvement.

Qualifications

JOB QUALIFICATIONS

Education: Master's Degree in Business Administration, Health Administration or a related field.

Licensure: Member, American College of Healthcare Executives required, Fellow preferred. Any applicable licensure for field of clinical expertise.

Experience: Minimum of ten years of hospital clinical / leadership / executive experience required in a comparable organization, with five years required in a senior leadership role. Previous experience in all professional clinical services, long term care services, other post-acute services and physician contracting is highly preferred.

Skills: Candidate will possess strong interpersonal, communication, decision-making, and analytic skills.

This positions demands the ability to integrate information and make decisions. The ability to present to a diverse group of constituencies. Previous experience leading professional and service departments, physician relations, change management and performance improvement.

Strong relationships with senior leadership is a must. Knowledge of and commitment to the Purpose, Priorities and Values of Hamilton. Knowledge of health care operations, patient care, and strategic planning. Leadership skills, communication skills, analytical/financial skills, contract negotiations, knowledge of program management, technology and equipment, skills in business planning and basic marketing.

PHYSICAL, MENTAL, ENVIRONMENTAL AND WORKING CONDITIONS

Works in a typical office setting. Requires sitting for long periods of time with heavy to moderate amount of work performed in front of a computer monitor and with moderate to light amount of walking, stooping and bending.

A moderate amount of flexible work schedule is required. The incumbent is subject to administrative call, lengthy workdays, week-end and irregular hours. Must be able to coordinate multiple tasks and work under stress with frequent disruptions.
