Responsibilities & Requirements

Job Summary:

Provide management oversight and direction of the Associations' accounting and reporting practices including the maintenance of its fiscal records, information reporting, data systems maintenance and the preparation of its financial reports. Directs internal controls procedures and ensure the integrity of financial and other data related to the performance of the YMCA of Metropolitan Chicago. Supervises and manages the functions of accounts payable, general ledger, accounts receivable, contracts and grants, property accounting, decision support, budgeting, and payroll.

Scopes and Responsibilities:

  • Manage areas of the accounting department, ensuring legal and Accounting requirements are met. Provide oversight and training to the general accounting staff regarding accounting procedures, general ledger system maintenance, controls over accounting entries, maintenance of pa

  • Establish policies and processes to evaluate the effectiveness of the Accounting of the Association and compliance with the YMCA of Metropolitan Chicago's policies and ethical business practices.

  • Design and implement a documented system of internal controls throughout the Association and ensure adherence to internal controls through the development of review and reporting procedures.

  • Manage the decision support team to deliver financial and operational reporting and analysis to support multiple lines of business:

  • Lead efforts to review existing financial and operating data and implement steps to ease collection and reporting processes and correct deficiencies and errors within that data.

  • Lead efforts to develop and produce reports to enable the end-to-end monitoring and compliance of core operational processes

  • Develop and implement new software and technology systems as needed and identified by management.

  • Train users on how to obtain and use financial reports, metrics and KPI's

  • Enhance the reporting of financial data through the creation of standard reports and improve the distribution of these reports to managers across the Association.

  • Manage the annual independent audit, and the preparation of financial statements and tax returns including the IRS 990 tax form. Maintains records. Participates in Association Audit and Finance Committee meetings.

  • Participate in the annual budget process including: issuing guidelines and procedures; training staff, auditing budgets, overseeing data input and preparing reports.

  • Assist branch administrative staff in designing and implementing appropriate systems to provide a solid basis for accurately reporting financial data to the Association office.

  • Prepare financial projections and modeling related to organizational financing alternatives.

  • Prepare or supervises the preparation of outside reports and filings.

  • Support the YMCA's commitment to child abuse prevention by:

  • Reporting any items that may provide a health or safety hazard to staff, members or guests to the appropriate department.

  • Regularly monitoring staff to ensure compliance with policies and procedures related to child safety. Take the appropriate action when policy violations occur.

  • Following-up on reports of suspicious behavior or allegations of misconduct, following the Responding to Reports of Inappropriate Behavior and Policy Violations policy.

  • Completing all child abuse prevention training as required.

  • Ensuring that all supervisees complete all required child abuse prevention training on time.

Requirements:

  • Bachelor's Degree in Accounting with 10 years progressive management experience

  • Master's Degree in Accounting, Finance or Business.

  • Requires strong financial and information systems experience and acumen.

  • Contract and Grant Accounting experience and working with restricted donations, bequests and trusts a plus.

  • Cash management and treasury experience a plus.

  • Experience in systems design, implementation, monitoring and managing.

  • Experience with financial statement preparation, analysis, forecasting, modeling and budgeting in a multi-location environment.

  • Experience working in a cross-functional and highly matrixed organization

  • Requires experience with data analysis and reporting.

  • Computer savvy: skilled and comfortable with query and reporting tools (Business Objects) and advanced skills with Microsoft Office applications, especially Excel.

  • Detail oriented with strong quantitative analytical skills.

  • Individual should demonstrate initiative and be able to work independently.

  • Superb communication skills (written and verbal), sound judgment and ability to learn quickly while working in a dynamic environment.

  • Ability to work collaboratively with diverse groups, maintain confidentiality and think strategically.

  • Access to personal mode of transportation; Ability to travel within the YMCA of Metropolitan Chicago geographic region on a frequent basis.

Reporting to the Chief Financial Officer and Senior Vice President, Finance, the Vice President will have primary responsibility for all budgeting, financial planning, and decision support activities of the medical center. This role will also interact and engage with the other Rush System entities as necessary in budget and financial planning activities. The Vice President will have significant interaction with senior leadership, corporate services departments, clinical and university affairs, strategic planning operations, the Chief Medical Officer's office, and other functions. This position will work closely with the CFO, President, and other senior leaders. The individual who holds this position exemplifies the Rush mission, vision, and values and acts in accordance with policies and procedures. Position Responsibilities: * Responsible for directing the annual budget process including timeframes, budget assumptions, and communication and consultation of such to individuals involved throughout the process; development of systems and methodologies to be employed in the process; establishment of operating, capital, and cash flow targets; preparation of presentations to the Board and other committees; ensuring financial services support to operating entities throughout the process. * Responsible for directing interim forecasting and maintaining an up-to-date 10 year long-term financial plan, annual long-term financial planning processes, including development of models to project net income, cash flow, balance sheets, and financial ratios. Reconciles projections from interim and long-term processes with annual budget targets. With senior management, establishes and maintains systems for linking interim, annual, and long-term processes throughout the year. * Working with facilities management, clinical operations, information services, and other key stakeholders, develops and maintains long-term capital investment plan and incorporates it into the long-term financial plan. Determines capital allocation required to achieve long-term financial goals. Develops annual capital spend targets and monitors actual spend against approved expenditures. * Monitors and helps inform variances in budget during the year and works with leadership to explain, make recommendations, and take corrective action as necessary. * Partners with the Chief Medical Officer, Associate Chief Medical Officers, and hospital operations leadership to identify and drive clinical resource management initiatives aimed at maximizing revenue and reducing costs while maintaining or improving quality and patient experience outcomes. Facilitates meetings associated with the process and ensures appropriate infrastructure and support is available to support operating entities in meeting stated goals. * Responsible for working closely with RUMG, University, and hospital leadership for annual and interim evaluation of new program investment, including faculty recruitment, through preparation of pro-formas and other analyses. Ensures clinical and other program development opportunities are incorporated into annual planning, budgeting, and forecasting processes. * Works closely with Business Development to ensure sound business planning processes. * Provides leadership with accurate, timely reports, including service line profitability analysis, payor profitability analysis, FTE and labor productivity, ratio analysis, and funds flow reports. * Directs decision support activities, including maintenance of cost accounting and decision support systems, and review and evaluation of cost assumptions and overhead models employed. * Responsible for organizational and benchmarking efforts, including data gathering, data submission, analysis and interpretation, report preparation, and user education/training. * Works with Healthcare Finance to develop protocols for ensuring and maintaining maximization of revenue, including pricing, sound charge capture processes, and departmental education. Position Qualifications Include: * Bachelor's degree in Accounting or Finance required. * Master's degree in Business Administration, Healthcare Administration, or another relevant field strongly preferred. * A minimum of 10 years of experience in a financial managerial role within a large healthcare system or similar environment required. * Prior experience in budgeting, financial analysis, and with decision support systems strongly preferred. * Experience interacting with Board of Trustee related committees, including the Finance Committee. * Experience in the financial components of academic medicine (education, research, etc.). * Highly motivated with strong leadership and organizational skills. * Self-confident with the ability to interface with and develop consensus among multiple constituencies at varying levels. * Ability to prioritize and meet multiple deadlines; works well under pressure. * Exceptional analytical problem-solving and strategic planning skills. * Sound understanding of operations management and system interfaces. * Excellent verbal and written communication skills; comfortable with presentations. * Ability to see the bigger picture, yet able to recognize similarities/inconsistencies at the detail level.
