Duties

Summary

This position is responsible for assisting in the development of all VETS programs and activities within the Chicago Region. The incumbent, works at the Regional Office level, is under the supervision of the VETS Supervisory Veterans Program Specialist and is organizationally located in the VETS Chicago Regional Office of Field Operations, Office of the Assistant Secretary for Veterans' Employment and Training; physically located in Chicago, IL.
This position is within the Bargaining Unit.

Responsibilities

Based in the Regional office, the incumbents primary duties include work in one or more of these program areas: monitoring veterans services provided by both formula and competitive grants; planning and carrying out Transition Assistance Program (TAP) monitoring; and/or other regional office administrative duties as assigned.
Duties at the GS-09 and GS-11 position are similar to those above, but performed with closer supervision.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the next lower grade level in the Federal Service.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

For GS-09: One (1) year of specialized experience equivalent to at least the GS-07 level in the Federal service is required.

Specialized Experience is defined as: Experience assisting in conducting compliance reviews, preparing summary reports and providing technical assistance with grants or contracts.

For GS-11: One (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service is required.

Specialized Experience is defined as: Experience providing technical guidance on adapting programs to affect the outcomes of grants or contracts; conducting compliance reviews of grants or contracts; conducting investigations or fact finding interviews; conducting data analysis and preparing detailed reports of findings.
For GS-12: One (1) year of specialized experience equivalent to at least the GS-11 level in the Federal Service is required.
Specialized Experience is defined as: Experience providing technical guidance on adapting programs to affect the outcomes of grants or contracts; conducting compliance reviews of grants or contracts; conducting investigations or fact finding interviews; conducting data analysis and preparing detailed reports of findings.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no education requirement however in some cases an education substitution may apply:
GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
GS-12: There is no education substitution for the GS-12 level.
