As the City's largest customer service center, this department serves over 80,000 households. Ensures customer service representatives are meeting or exceeding our performance goals, evaluates quality assurance data, assigns workload, sets priorities and deadlines, and establishes standards of performance. Educates utility customers regarding utility services. Approves work for accuracy and conforms to policies, procedures, regulations and service agreements. Utilizes independent discretion in decision making and the execution of responsibilities under general direction. Applicants must submit a Resume and Cover Letter with their application. Essential Functions Provides leadership to teams tasked with offering outstanding Utility Billing customer service via telephone and face-to-face contact. Acts as point of contact for the collection of delinquent utility accounts and all other assigned accounts. Provides delinquency reduction and bad debt minimization recommendations to other departments, as requested. Participates in development of collection objectives and tactics. Works with supervisors to match priorities, workload, available personnel, and maintains optimal productivity within the unit. Interprets and communicates laws, ordinances, and regulations and establishes appropriate procedures. Responds personally to complex and escalated customer concerns and problems, and explains department's policies, procedures, programs and service. Represents the City in small claims and Bankruptcy Court, and serves summonses. (40%) Collects data to prepare financial analysis and summaries, performance measures, and reports for management to review. Tracks and communicates performance results. Recommends new or changes in existing procedures and methods to accommodate changing technology, situations, programs and personnel. Identifies and implements methods for meeting service demands through streamlining and improving work method. Researches legal issues involving collection practices and prepare legal forms to be involved in involuntary collections procedures. Develops goals, objectives and resources requirements, and revises and implements standard operating policies and procedures for division. Responds to escalated billing issues and other issues received by the Mayor's Office. Reviews reimbursements rates and monthly payments to the City's trash hauling contractor. Reviews and analyzes monthly charges and billings. Reviews delinquent accounts, billing procedures and sewer terminations to minimize delinquent balances and account write offs. (25%) Administers and determines Utility department upgrades, enhancements and problem-solving. Identifies and evaluates state-of-the-art technologies and defines user requirements. Establishes technical specifications, and production, productivity, quality, and customer-service standards. Contributes information and analysis to organizational strategic plans and reviews. Prepares, implements and completes action plans, and system audits and analysis. (25%) Supervisory responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization. Total Percentage = 100% Requirements Required Knowledge, Experience, And Training Requires education and/or experience to attain the following: Bachelor's degree in Business Administration, Public Administration, and Accounting or related field and six years' experience in a call center/utility services environment with four years supervisory or managerial experience, or an equivalent combination of education and or experience. Knowledge of generally accepted accounting principles; supervisory practices; quality assurance, statistical analysis, rate analysis and research methodology; public or private utility rating systems. Organize data into clear and concise verbal or written reports; work independently and display initiative and sound judgment; collect, analyze and use economic and financial information and data to forecast revenue; analyze issues, identify alternatives and make recommendations and independent decisions; plan, organize and implement special assignments; negotiate and administer contracts; develop policies and procedures; display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations; communicate effectively in the English language at a level necessary for efficient job performance; maintain confidentiality with sensitive documents or information; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; perform all essential and marginal functions as assigned by an authorized employee, Ability to read and interpret construction drawings and maps; use spreadsheet applications with high proficiency; perform all essential and marginal functions as assigned by an authorized employee,supervisor and/or manager with or without a reasonable accommodation. Preferred Knowledge, Experience, And Training Master's Degree in Accounting, Finance, or related field and at least four years' experience in rate development with a public or private utility operation. Advanced knowledge of wastewater processes and characteristics is desirable.
