About the Role:
The Chief Operations Officer sits at the intersection of growth, operations, and business excellence as the principal leader of our business for markets within the defined region. You will be responsible for delivering on goals and performance for markets within the territory, including in-market growth, operational execution, clinical and quality outcomes, and financial success. Put simply, you drive value for our company and its strategic partners in the markets. The Chief Operations Officer collaborates closely with regional clinical leadership who own overall clinical strategy and care delivery for the markets within the defined region. Your management oversight and primary or shared accountability include, and are not limited to, business operations, network development, partnership/account management, clinical operations, care delivery operational excellence, community-based organization partnerships, member engagement and satisfaction, community outreach, and team management.

Requirements for the Role:

  • Have a bachelors degree from a four-year college or university required; MBA or equivalent preferred; 10+ years of leadership experience or equivalent combination of education and experience.
  • Have 5-7 years of experience working as a senior and respected leader in the health and social services community in the District of Columbia
  • Bring experience managing a P&L
  • Are deeply strategic AND operationally oriented, constantly focused on performance excellence and efficiency, but also seeking ways to innovate and grow
  • Bring experience managing a large workforce with roles that vary in complexity and support requirements (both clinical and non-clinical)
  • Have hands-on operations leadership experience. Youve built and improved teams, built deep stakeholder relationships will, and driven high-fidelity, field-based operations
  • Have superb project/process management skills (particularly with modern tool suites and cloud collaboration), and you are rigorous, energetic, agile, flexible, and arent afraid to do the work yourself.
  • Have exceptional organizational, communication and interpersonal skills, with the ability to project professional competence, leadership capability, and personal maturity...and most importantly, you inspire a commitment to our mission and to excellence
  • Are charismatic with excellent presentation skills and the ability to own external relationships with key executive stakeholders under minimal supervision
  • Bring experience in managing and assessing rigorous quantitative and qualitative market performance

Nice to Have, But Not Required:

  • Direct experience as an executive, P&L leader or operations leader within a health care delivery or health plan setting, or within a capitated or risk-based medical group serving Medicaid and dual-eligible patients
  • Familiarity with health care network strategy, including network development, value-based care contracting, provider relations, and local operations
  • Strong working understanding of the national payer and risk-bearing provider landscape as well as digital health trends and new entrants
  • Strong understanding of health reform, population health strategy, and change leadership in large, complex health care organizations
  • MD/MBA joint degree with an orientation towards the business of medicine (i.e., does not need to be a practicing or board-certified physician)
  • High growth start-up experience
  • Experience operating in a tech-forward environment, including building and deploying bespoke digital tools

The position, along with the DCIO, supports 77,000 IT/cyber operations and support personnel across the globe with a portfolio valued at $17B and across two uniformed Services. Learn more about this agency Responsibilities As the Associate DCIO, assists the DCIO in managing major IT and cyber operations activities. Plans, provides direction, and oversees the execution and implementation of long-range strategic plans and policies in the areas of IT and cyber operations functions across the Department of the Air Force. Serves as the primary advisor to the DCIO in the following mission areas: (1)Cybersecurity; (2) Weapon system support through IT and cybersecurity integration and support; (3)Mission Area Integration of Enterprise IT Service delivery; (4) Joint Information Environment to include cloud, end points, and Enterprise Information Services; (5) DoD Enterprise IT Reform; (6)Enterprise Architecture and Portfolio Management; (7) Digital Transformation initiatives across the Department of the Air Force business and weapon systems functions through defense innovation steams; (8) Production and oversight of the annual multi-billion dollar Department of the Air Force Information Technology budget; (9) Artificial Intelligence/Machine Learning formulation, strategy, and direction; (10) Compliance with Chief Information Officer statutory authorities to include the Clinger Cohen Act; (11) Enterprise Governance and related Architecture; (12) Communications and Information systems management and integration;(13) Leading the development of 77,000 Communications and Information/Cyber career civilians; (14)Records Management Policy Compliance; (15) Privacy Act Policy and Compliance; (16) Freedom of Information Act Policy and Compliance; (17) Engagement with the Department of the Air Force Chief Data Officer to develop enterprise approaches to data sharing and analysis; and (18) Publishing enterprise technical standard baselines in concert with Service and Federal agencies. Provides oversight for the Department of the Air Force IT and cyber operations programs for compliance with legal and regulatory requirements and alignment with Department of the Air Force strategic goals and objectives. Develops and/or oversees the development of IT and cyber policies and processes for implementation and use across the mission areas. Issues regulatory guidance in the form of Policy Directives(AFPDs), Instructions (AFIs), and Manuals (AFMANs) to accomplish strategic objectives. Establishes plans and objectives to achieve the organizational goals, regulatory intent, and to implement digital transformation guidance from the Secretary of the Air Force (SECAF), Chief of Staff of the Air Force (CSAF), Chief of Space Operations (CSO), Chief Information Officer, Principal Cyber Advisor (PCA), and the DCIO.
