Liberty Healthcare endeavors to establish a new statewide program in Maryland which will provide strategies that enhance the quality of life and help to ensure the health and wellbeing for individuals with intellectual and developmental disabilities who receive publicly-funded supports and services.

Specific program services and objectives will include:

  • Monitoring of basic waiver assurances including level of care reviews; service record reviews; critical incident reviews; and quality provider reviews

  • Utilization reviews including verifying quality and quantity of services delivered by providers

  • Execution of the National Core Indicators Surveys including face to face consumer surveys, family member surveys and family guardian surveys

  • Achieving system and provider accreditation by the Council for Quality Leadership

To support this new potential program, Liberty Healthcare seeks qualified candidates for a newly-created Utilization Reviewer position.

Liberty Healthcare's Utilization Reviewer will enjoy a dynamic job description and primarily be responsible for verifying the provision and quality of publicly-funded services for individuals who have intellectual and developmental disabilities. This includes field-based work and travel throughout the region to conduct onsite provider reviews as well as client, family and guardian meetings.

You're a good fit for this position if you possess the following minimum qualifications:

  • At least three years of experience in utilization review of Medicaid services

  • Health and human services experience - preferably related to developmental disabilities services

  • Bachelor's degree in a health and human services field

  • Willingness to travel throughout the local region

Main Purpose of Job A Coordinator Special Programs Health Services II, Developmental Disabilities is the full performance level of work coordinating programs in the Department of Health. This recruitment has vacancies located throughout Maryland in the 4 regional offices of the Developmental Disabilities Administration (Central Maryland, Southern Maryland, Western Maryland, and Eastern Maryland). The main purpose of this position is to assist potential new providers through the application process; assess current providers in meeting the Final Setting Rule, which includes site visits; and offer recommendations and technical assistance as needed. This position works with the Quality Enhancement (QE) staff to identify agencies with global operational issues around health, safety and welfare and provides technical assistance as needed. MINIMUM QUALIFICATIONS Education: Possession of a bachelor's degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field. A copy of your transcript must be attached to the application. Experience: Two years of professional experience in health services, one year of which must have been in the option for which application is made. NOTES: 1. Applicants may substitute a master's degree from an accredited college or university in a health or human service field for one year of the required general experience. 2. Experience in the option must be as follows: professional work related to the support services and programs for developmentally disabled clients. 3. A bachelor's degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education. DESIRED OR PREFERRED QUALIFICATIONS The preferred candidate will have experience working with people with Developmental Disabilities and have knowledge and understanding of case management. BENEFITS Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period.
