Utilization Management Director

PromiseShip is currently seeking a Utilization Management Director to provide development and oversight to the Utilization Management team and to coordinate with several internal departments to promote the utilization and management of placement and non-treatment services and contract quality and compliance for PromiseShip network providers. The Utilization Management Director will also be responsible for ensuring that services and placement are delivered in the least restrictive, most family like setting possible to meet the individualized needs of youth and families, services and placements are delivered in a manner that ensures appropriate utilization relating to frequency and intensity, and monitors the fiscal impact of authorized services.

MAJOR RESPONSIBILITIES & DUTIES

  • Directs the design and ongoing planning for an effective Utilization Management team.

  • Conducts ongoing assessment of network capacity to provide an array of in and out of home supports and services that meet all contractual guidelines.

  • Coordinates with the Contract Network Quality Supervisor to monitor provider effectiveness and compliance; to include monitoring provider fidelity to utilized Evidence Based, Well Supported or Promising Practice delivery methods.

  • Monitoring service delivery and service utilization to ensure compliance with FFPSA.

  • Coordinates with the Contract Network Quality Supervisor to identify and implement provide performance based outcomes.

  • Oversee service and placement referral process; inclusive of referral quality from FPS and referral acceptance by network provider.

  • Manage service authorizations and related process to ensure proper service utilization and delivery.

  • Develop and maintain effective working relationships with community based providers.

  • Establishes and maintains policy, practice and protocol in relation to service and placement referrals, authorization, and reauthorization.

  • Promotes team participation and facilitation of RED Team and Best Interest Staffing to design and implement plans to support youth safety, permanency and wellbeing.

  • Interface with system partners, to include Region VI, the Division of Child and Family Services, and Juvenile Probation.

  • Collaborates with Child Placing agencies to promote recruitment and retention of foster homes that are able to meet the varied and unique needs of youth placed in out of home care.

  • Provides oversight to ensure that foster homes utilized for the placement of children are safe and appropriate.

  • Compiles and provides reports as requested to review related effectiveness and service and placement outcomes.

  • Develops and presents relevant training topics within the organization and community as needed.

  • Ensures agency adherence to applicable federal guildelines, Nebraska statues and NDHHS policies and procedures.

MINIMUM PREFERRED QUALIFICATIONS

  • Bachelor's degree in Social Work, Counseling, or other related field required, Master's degree preferred.

  • Minimum of 2 years of administrative and/or supervisory experience.

  • Knowledge of community based services and providers.

  • Knowledge of and ability to navigate multiple data management systems (FAMCare, Nfocus, Mindshare)

  • Knowledge and understanding of service array development.

  • Must be able to provide own transportation to travel.

  • Ability to navigate computer systems including but not limited to: Word, Excel and various information management systems.

  • Ability to work collaboratively within a team environment.

  • Ability to travel within and outside of the state as needed.

  • Strong oral and written communication skills.

  • Demonstrates knowledge of HIPPA and ability to maintain confidentiality in oral and written communication.

Minimum Qualifications: * FSA and CERA designations through the Society of Actuaries * Outstanding and proven leadership, communication and human relations skills with experience presenting to Board of Directors and Senior Management * Must have critical thinking skills * Experience analyzing financial information for both Banking and Insurance industries * Knowledge of statutory, GAAP, and tax accounting, financial statement control procedures, and auditing requirements * Good business judgment to identify experience trends and issues requiring modification in standard approaches or need to elevate risk concerns. * Creativity, awareness of emerging environmental and industry trends, and strong problem solving abilities using business oriented solutions * 3+ years' experience developing and running risk management programs or equivalent risk functions * Strong written and communication skills with experience facilitating oversight committees * Illustrated ability to deal with ambiguity * Demonstrated competency when juggling multiple priorities and working under pressure * Advanced modeling and technical skills, including work with SAS, R and VBA.
