DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS 

This position is part of Houston Water and reports to the Houston Permitting Center, it is part of the Infrastructure and Development Services section. A Senior Plan Analyst reviews architectural/civil utility plans as part of the building permit process.

They complete reviews of all water and sewer permitting services and consult with architects, engineers, contractors, and the public on their preliminary plan designs. Aid the public by email, phone, and in person with accurate feedback regarding the status of their applications. Enters approval or rejection comments in the building code database.

Interfaces with other technical disciplines and departments for code, ordinance, and regulation enforcement, and plan review processes. Provides data entry support for the Impact Fee Administration and Taps and Meters Groups. Answers questions from the public and internal staff by phone, email, or in person.

Communicates and assists customers to process all water and sewer permits and construction plan reviews. Assists with open records requests. Performs other duties as assigned. This position is great for graduating engineers looking to gain experience with COH Infrastructure Design and permitting.

WORKING CONDITIONS

This position involves routine walking, periods of sitting, and occasional stooping or bending. Occasional light liftings, such as three or four reams of paper or books (up to 40 pounds or equivalent weight) may be required.

This is a Department of Houston Public Works Emergency Management position at the Tier III Level.  

EDUCATIONAL REQUIREMENTS

An Associate degree in Building Inspection or the equivalent is required.

EXPERIENCE REQUIREMENTS

Two years of skilled, journey-level experience in building trades, inspection, or plan examining in the area of analysis to be performed are required.

Substitution: Four years of skilled, journey level experience in building trades, inspection or plan examining in the area of analysis to be performed may be substituted for the above education and experience requirements.

A bachelor's degree in Construction Management, Building Inspection, Architecture, Engineering, or a closely related discipline may be substituted for the above education and experience requirements.

LICENSE REQUIREMENTS

None

Preference may be given to applicants who have experience designing or reviewing plans for utility systems and/or proficiency using GIS; and who possess excellent technical writing skills, communication skills and the ability to interpret and explain City procedures.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.SELECTION/SKILLS TESTS REQUIRED:   None

However, the department may administer a skills assessment test.

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
