Full job description {full-job-description tabindex"-1"} GENERAL PURPOSE Under general supervision, perform and assist crew personnel installing valves, hydrants, mechanical fittings, repair couplings, on any type of pipe for water and wastewater system. REPRESENTATIVE DUTIES The following is a summary of essential functions and duties required for the position of Utility Pipe Layer I.

Inspects, diagnoses, and repairs failures in water/wastewater mains.

Performs basic activities involving the service, installation, modification and repair of water/wastewater distribution equipment and systems. Installs, inspects, operates and provides ongoing maintenance and repair of water/wastewater systems, equipment, and facilities. Performs activities related to water/wastewater system maintenance, disinfecting, quality, supply and production.

Locates main and service lines; installs, repairs and replaces mains and water meters. Tests equipment and notes working order. Notifies customers of scheduled and emergency outages.

Able to learn to operate heavy machinery including dump truck and back hoe. Operates company vehicle according to established safety procedures. Analyzes and evaluates equipment, troubleshooting malfunctions, and monitoring water supply and wastewater operations for all water/wastewater systems within the District.

Complies with all safety standards as they pertain to equipment and facility operations. Uses good judgment to work safely and uses equipment properly. Accomplish assigned duties using safe work practices.

Demonstrates a working knowledge and understanding of all safety practices for handling tablets/ powder chlorine, liquid gas chlorine and gaseous chemicals. Maintains operation of equipment such as water pumps, water main tapping machine, light tower, valve machine, tampers, jackhammers, walk behind saw, air blowers, confined space equipment and air compressor. Installs and repairs fire hydrants and valves.

Communicates effectively and courteously with employees and the public.

Performs inspections and repairs on new installations to water/wastewater systems. Performs meter change outs.

Performs two sack back fills. Raise man holes and bonnet boxes when necessary. Repairs sidewalk and pavement cuts.

Spotter for Back hoe and/or excavator. Assist sewer Vac-Con operator and sewer camera trucks. Assist with the TMA truck traffic control Assist other departments as needed.

Performs physical construction duties including, but not limited to, digging ditches or trenches, backfilling excavations, compacting and leveling earth to grade specifications, using picks, shovels, rakes and tampers or any equipment that LVWD uses to compact the dirt and base material. Subject to recall for emergencies and on call, which may include; standby, rotating-duty schedule, weekends and 24-hour emergency call out with little or no notice. Must be able to establish and maintain effective working relationships with fellow employees, officials, and the public.

Performs any other duties as required. Perform duties of immediate supervisor or coworkers as necessary to ensure continuity of operations during absences. Maintains safe work practices according to Districts rules and policies.

Performs any other duties as assigned by the Field Operations Manager or Supervisor. QUALIFICATIONS The following generally descri es the knowledge and qualifications required to perform the essential functions and duties of the position of Utility Pipe Layer I. Application of general knowledge of pipe laying methods, practices and procedures.

Knowledge of all aspects of district field activities. Application of general knowledge of system operations, control settings, and distribution and collections operations for water and wastewater.

Application of general knowledge of standard practices, methods, materials, tools, and equipment of the trade being performed.

Ability to use manual, pneumatic, gas or electrical hand tools to perform and complete specific project requirements. Ability to cut PVC, AC pipe and DIP pipe to a required length and level to complete service installations and/or for repairs. Ability to use pipe lasers to set grade, read grade ROD and set up transit alignment grade.

Ability to connect different types of pipe sizes, hydrant and valves using mechanical fittings, and repair couplings. Ability to assist with water hot taps to 12 for water services, fire lines, hydrants and short line extensions. Ability to assist with waste water taps from 4 to 8.

Ability to install manholes and repair manholes. Spotter abilities: signals equipment operators in alignment of machinery, guides the operator while excavation digging, locate gas, phone and/or other utility lines when digging/excavation takes place. Ability to assist with: lift stations, booster stations, storage tanks, CL2 stations.

Ability to repair paving cuts, two-sack backfill, cut and repair for HMAC hot mix, and replace sidewalks and/or any concrete work. Ability to repair main water leak, from to 18 pipes, at all hours. Ability to attend training courses for water and wastewater.

Ability to install flow meters inside manholes. Application of general knowledge of LVWD street boundaries, intersections or have the ability to quickly learn. Application of general knowledge of safety measures.

Ability to prepare and maintain service work orders. Ability to understand and follow verbal and written instructions. Ability to answer inquiries or advise customers who to contact for more detailed information.

Clear, concise oral and written communication to prepare and present information to department manager. Must be able to maintain a clean driving record i.e., must remain insurable under the Districts liability insurance policy. Education and Experience Guidelines- Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

A typical way to obtain the knowledge and abilities would be: Education and Experience: High School Diploma or GED.

Bilingual preferred (English and Spanish). One (1) year of experience or willing to learn in pipe laying operations or construction, maintenance or repair work, assisting with the Vac-Cons. License or Certificate: Valid Texas Class C Drivers License and must have an acceptable driving record.
