Job Purpose

The work is performed under the supervision and direction of the Department Deputy Director, but considerable leeway is granted for the exercise of independent judgment and initiative in GIS program implementation. This position leads and manages the Public Works Department's GIS program providing vision, technical expertise, and direction to city staff and leadership in the utilization of GIS and promoting GIS effectively as a business solution. This position develops and implements departmental GIS functions, services, policies, and strategies with the potential for citywide implications. This position also manages GIS and Asset Management Systems (AMS), vendor contracts, and software purchases, and acts as the primary liaison for communications relating to GIS between team members, vendors and stakeholders.

Essential Duties

These job functions are the essential duties of the position and are not all-inclusive of all the duties the incumbent may be assigned.

Duty I: GIS System Information Development, Maintenance and Analysis

  • 55%

Acts as project manager for GIS implementation projects, custom GIS and database applications, development services and digital mapping services. Plans, organizes, and develops project outline, strategic planning, prioritization, goal setting and other GIS project management activities.

  • Manages the development, collection and maintenance of the GIS System data layers for the Water, Wastewater, Storm and other utilities within the City of Helena and Lewis and Clark County IT&S Enterprise.

  • Manages all aspects of GIS and Cityworks with related technical staff.

  • Develops and implements the use of GIS information to support capital planning, operation and maintenance functions and integration and use of various maintenance software applications in the field for the Division.

  • Ensures quality assurance and quality control for data collected in support of the GIS related functions.

  • Completes complex analysis, custom reporting and application integration with a variety of systems to provide an advanced understanding of operational performance and efficiencies and capital planning and replacement needs.

  • Oversees collection of new data by other maintenance staff, troubleshoots, and ensures data integrity or improvement in existing and new GIS data layers.

  • Conducts research and development of new GIS related products and procedures.

Duty 2: Work order management, Data Integration and Support

  • 25%
  • Oversees the development, integration and maintenance of the GIS information System, Cityworks Software Systems and other software systems within the City of Helena and the Department.

  • Provides implementation, database administration, and training and support for all related maintenance management applications as required.

  • Assists in the integration of system data for field application software and equipment.

Duty 3: Program Development, Database Integration and Support

  • 20%

Advise and recommend direction for continued development of GIS functions and software for related programs within the Department as needed to support established missions and data needs.

  • Oversee development and implementation of related databases to support required operation and maintenance functions and support a robust GIS system for the benefit of essential Department functions.

  • Stay current with GIS and AMS related developments, trends, and changes, GIS data management technology, equipment and related hardware and applications software. Recommend upgrades, changes, and new software purchases to the appropriate department head in the above areas. Attend conferences, user group meetings and trainings as necessary.

  • Coordinate and monitor contracts with GIS hardware, software, data conversion, and other providers of GIS products and services.

  • Effectively lead and train staff on job-related tasks, field data collection, and GIS capabilities

Knowledge, Skills and Abilities

Essential Knowledge, Skills and Abilities Related to this Position: -

Knowledge of:

  • GIS software, databases and related applications, and of GPS hardware and software

  • Database design and development, working with relational database systems, and in the creation and maintenance of the systems

  • Mobile devices such as smart phones, tablets, and ruggedized data collection equipment

  • Principles and methods of training and instructing others in appropriate computer use and operation.

  • Microsoft SQL Server.

  • ESRI ArcGIS products including ArcGIS Pro/ArcGIS Desktop, ArcGIS Server, ArcSDE, ArcGIS Online, ArcGIS Field Maps and Asset Management Systems

  • Object-oriented programming languages and web technologies

Skill or ability to:

  • Lead projects to successful completion.

  • Analyze, interpret, and develop solutions in a timely manner.

  • Visualize abstract concepts and effectively communicate them to others.

  • Ability to make decisions based on factual data, and to evaluate progress or success of computerized projects and systems. Exercise sound, independent judgment and work with minimal supervision.

  • Create queries, expressions, and formulas to write effective technical reports, flowcharts, topological data and other related data.

  • Prepare and present accurate and reliable reports containing findings and recommendations.

  • Follow proper safety procedures and take proper care of City-owned equipment and tools.

  • Quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.

  • Ingenuity and inventiveness in the performance of assigned tasks.

License and/or Certificate Requirements

Must possess a valid driver's license with acceptable driving record at the time of hire and have the ability to obtain a valid MT driver's license within six months of hire.

Minimum Qualifications (Education, Experience, and Training):

Bachelor's degree in Geography, Computer Science or a related field in combination with GIS related experience. Proven achievement in GIS project leadership, GIS-related software application, GIS-related database management, and GPS hardware, software and mapping. Other relevant combinations of education and work experience may be evaluated on an individual basis.
