GENERAL PURPOSE

Under the direction of the Electric Utility Division Manager, this position will plan, direct and review all utility financial-related activities, including operating and capital budgets, accounting and financial reporting, financial forecasting, bond issuances, internal and external audits; rate administration and rate structuring, utility billing, customer information systems; information technology; monitor administrative activities; provide professional and technical staff assistance; and do related work as required.

DISTINGUISHING CHARACTERISTICS

The Utility Finance Manager is responsible for planning and supervising all financial functions within the Electric Utility Division. The incumbent will be responsible for managing the financial stability of the utility through the development and monitoring of budgets, application of administrative policies and development of rates.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Direct and participate in the development and implementation of strategic goals, standards, objectives, policies and procedures.

  • Direct and participate in the financial activities of the Division, including financial accounting and reporting, financial forecasting, revenue bond financing, revenue forecasting, and rate level determinations.

  • Develop and implement financial plans and systems, including risk management measures to ensure effective and economic use of Division's assets.

  • Plan, direct and review the activities of the utility billing and Customer Information/Business Systems financial functions.

  • Prepare short-and-long term financial forecasts, including sales, costs and fund balance.

  • Prepare and produce data for submission to regulatory agencies; serve as expert witness and represent City interests as required.

  • Coordinate the Utilities' IT initiatives with the City's IT Department to ensure the Utilities' needs are met.

  • Develop performance measures and monitor costs of operations.

  • Direct and review the development of supporting data and preparation of recommendations on electric rates.

  • Direct and participate in the preparation and control of operating and capital improvement budgets.

  • Direct and participate in the preparation of cost of service rate studies.

  • Serve as department representative or alternate on, and to, City committees, project committees, power agencies and industry organizations.

  • Coordinate Division activities with other City departments, divisions and with outside agencies and organizations.

  • Coordinate the Division's internal and external auditing activities.

  • Direct the preparation of technical and administrative reports, presenting reports and recommendations to the Electric Utility Division Manager, City Manager, Utilities Commission, City Council and other agencies and organizations.

  • Select, supervise, train, and evaluate professional, technical and administrative support subordinates.

  • Supervise the selection, and activities, of professional consultants, advisors and contractors.

  • Serve as Acting Electric Utility Division Manager as assigned.

  • Participate in economic development activities of the City by proposing and implementing ideas and proposals where the Utility could be of benefit.

  • Perform other related duties as assigned.

Typical Qualifications

QUALIFICATIONS

Knowledge of:

  • Principles and practices of negotiations, public utility administration, organization, budget, and personnel management.

  • Methods, materials, techniques, equipment used, and applicable regulatory codes and laws related to the operation of a public utility.

  • Legislative process, practices and procedures as related to Utility operations.

  • Utility financing and capital structure issues

  • Principles and practices of budget and financial planning

  • Pertinent federal and state regulatory codes and laws related to the operation of utilities.

Ability to:

  • Understand and apply federal, state, and local laws and regulations pertaining to the electrical utility industry, and local government operations.

  • Enforce and interpret regulations with firmness, tact and impartiality.

  • Communicate clearly and effectively, both orally and in writing.

  • Understandand follow oral and written instructions.

  • Prepare clear, concise and comprehensive correspondence, reports and other written materials.

  • Select, supervise, train, and evaluate professional, technical, and clerical subordinates.

  • Establish and maintain effective working relationships with City management, staff, developers, property owners and others encountered in the course of work.

  • Develop business relationships with outside entities including private and public utilities, marketing/trading firms, power brokers, legal counsel, and regulatory agencies.

  • Work closely with legal counsel to develop and defend testimony in judicial, regulatory and administrative law proceedings.

  • Develop, implement and interpret goals, objectives, policies, procedures, work standards and internal controls

  • Develop and administer section goals, objective and procedures.

Education, Training and Experience:

  • A bachelor's degree in finance, statistics, business, economics, or a closely related field; OR, equivalent related work experience AND
  • At least five (5) years of progressively responsible financial management experience in a comparable utility.

Licenses; Certificates; Special Requirements:A valid California driver's license and the ability to maintain insurability under the City's vehicle insurance policy.
