WORK OBJECTIVE

EMERGENCY STATUS*: REQUIRED TO REPORT

[*IF REQUIRED TO REPORT: Must report to work for duty outside normally scheduled work hours in response to natural disasters, emergencies, or critical incidents as determined by City Administration.]

Performs intermediate skilled work in the operation of heavy motorized equipment; does related work as required. Work is performed under regular supervision.

ESSENTIAL FUNCTIONS

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. Operates roll-off truck, front-end loader, excavator, marsh master, bulldozer, Vac-Con truck (requiring tanker endorsement) and backhoe; operates large and small dump trucks.

Operates heavy construction and maintenance equipment in the construction, maintenance and repair of public works and utilities projects; performs labor and semi-skilled tasks as assigned; operates large and small tractors and mowers for various tasks, including mowing percolation ponds.

Prepares biosolids for processing and removal from plant.

Services and makes minor repairs and adjustments on equipment.

Operates light equipment, trains other operators and conducts semi-skilled tasks with pumps, motors and utility lines with hand tools or other means necessary to complete work projects.

Conducts general construction, maintenance and repair work at utility plants and with associated wastewater collection and water distribution systems.

Repairs and replaces water and reclaimed lines, wastewater lift stations and collection systems; and maintains plant equipment and operations as needed.

Installs, repairs and maintains drain ways, storm sewers, curbs, gutters and sidewalks; grades area; sets forms; pours and finishes concrete.

Repairs and maintains irrigation systems.

Flushes and repairs valves, fire hydrants and water lines, wastewater collection and treatment systems.

Serves as essential personnel during natural or man-made disasters and emergencies.

Performs related tasks as required.

MINIMUM QUALIFICATIONS

Requires a high school diploma or G.E.D. Requires two years of experience operating heavy equipment or closely-related experience.

A valid Florida commercial driver license (CDL) Class B is also required. A valid CDL Class A with tanker endorsement is required within six (6) months of employment.

Compensation within the range is dependent upon qualifications. This position will work under the guidance of a licensed, professional engineer performing research, analysis, plans review, cost estimating, preparing reports, other engineering activities related to capital improvement projects design and construction. This candidate is self-motivated, team orientated, flexible, and possesses initiative to approach new challenges. Excellent interpersonal skills working with division staff, other City departments, city officials, other governmental agencies, and the public. Assist the City Engineer in the development of various design and construction projects such as water distribution systems, sanitary sewer collection systems, reclaim distribution systems, sidewalks, roadways, and stormwater. Conducts technical research related to water, wastewater, reclaimed water and stormwater. Prepares documents necessary for permitting of projects and submits to appropriate agencies for approval. Completes project reviews and markups. Conducts analysis of project related data. Assist the Public Works Department in the development of the annual update of the Capital Improvement Program (CIP). Conducts technical research to ensure regulatory compliance updates of water, wastewater, reclaimed water, and stormwater. Prepares detailed cost estimates for Public Works projects. Organizes and participates in various project meetings. Prepares and disseminates required documentation as appropriate. Preparation of project associated calculations, reports, and spreadsheets. Inspects construction sites for conformance with design intent. Prepares and maintains records and files. Updates computer generated maps such as GIS layers and data information. Participates in the writing and/or reviews contracts for outside work. Participates with project QA/QC to ensure quality for assigned tasks. Assists other departments with engineering related problems. Assists in emergency operations as a Public Works official. Performs related tasks as required. MINIMUM QUALIFICATIONS Bachelor's degree (BS) in civil engineering or related field and one year experience or Master's degree in Civil Engineering or related field in lieu of experience. Passed the Fundamentals Examination and obtained an Engineer Intern (EI) certification. SPECIAL REQUIREMENTS Valid driver license (must obtain Florida driver license within thirty days of employment). Must display proficiency in Microsoft Office.
