The Alaska Department of Commerce, Community and Economic Development, Division of Regulatory Commission of Alaska is recruiting for a Utility Engineering Analyst 3 located in Anchorage!
What you will be doing:
The Regulatory Commission of Alaska (RCA) is recruiting for a Utility Engineering Analyst 3 position in Anchorage. The Utility Engineering Analyst 3 is an advance level position and acting as a docket manager for a broad range of utility and regulatory proceedings and analyzing complex regulatory issues in order to provide recommendations. As part of the RCA's Engineering Section, this position contributes to expert analysis being provided to RCA Commissioners regarding regulated pipeline, natural gas, electric, water, wastewater, and waste management utilities that impact Alaska's economy.

The RCA regulates public utilities (electric, water, sewer, refuse, and natural gas), pipeline carriers, and to a limited extent, telecommunications providers to ensure they provide safe and adequate services and facilities at just and reasonable rates, terms, and conditions. This position has the opportunity to investigate and provide expert analysis of real issues impacting Alaskans, to include equality of water service, financial viability of utilities, safety of electric distribution systems, business practices of refuse service providers, and pipeline carrier transportation and connection.

The working conditions you can expect:
The RCA is located in the heart of downtown Anchorage. The daily work environment can be busy at times with different deadlines to meet with a variety of work assignments. During downtime the team works to identify area's of improvement and implements changes to increase efficiencies.

Minimum Qualifications
Any combination of education and/or experience that provides the applicant with competencies in
Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

Any combination of preparatory post-secondary education and/or progressively responsible professional level experience in engineering fields such as civil, mechanical, or other engineering disciplines and/or utility engineering fields such as pipeline, electrical, communications, or other utility engineering discipline.
Special Note:
"Competencies" means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.
"Typically gained by" means the prevalent, usual method of gaining the competencies expected for entry into the job.
"Training" and "education" in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.
"Professional experience" means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.
"Progressively responsible" means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.
Registration as a professional engineer is desirable.

Since writing is an important part of this position, the cover letter will be used as a writing sample. Post-secondary transcripts, if using education to meet minimum qualifications.
Two (2) originally authored writing samples in addition to the cover letter.
