Polk County Utilities provides safe drinking water, wastewater collection and treatment systems to nearly 68,000 accounts in unincorporated communities throughout the county. In some service areas, this division also provides reclaimed water.

Polk's Utilities program:

Produces and distributes 18.9 million gallons of drinkable water each day

Collects and treats 8.6 million gallons of wastewater each day

Produces and distributes 7.4 million gallons a day of reuse water for irrigation

Responded to nearly 23,000 Sunshine One Call requests in 2022 to identify locations of utility lines

The Utilities Division also works closely with agencies such as the water management districts, Florida Department of Environmental Protection and other municipalities in Polk to provide for future demand through planning and water conservation measures.

Starting Pay Grade: PG 15, $23.71 Hourly, Non-Exempt

MAJOR FUNCTION

Underground utilities supervisory work directing employees in the installation, maintenance, and repair of utility systems. Works under supervision of the Underground Manager.

ILLUSTRATIVE DUTIES

  • Selects, assigns, directs, and evaluates the work of crews of semi-skilled and skilled employees engaged in the installation, maintenance and repairs of County utility systems.

  • Supervises and participates in work concerned with the installation, maintenance, and repair of domestic water distribution and/or sanitary sewage collection systems.

  • Instructs assigned personnel in proper techniques of installation, maintenance and repairs of machinery and appurtenances used in the maintenance of distribution and collection systems.

  • Oversees and participates in the installation and repairs of water mains, hydrants and other activities associated with water system maintenance.

  • Oversees and participates in the installation and repairs of sanitary sewer lines and lift station wet wells.

  • Instructs and participates with other Utilities staff in the installation and repairs of water meters as needed.

  • Contacts property owners in areas where equipment and crews will be working to make necessary arrangements for installation and maintenance activities.

  • Answers questions regarding information needed or complaints regarding maintenance activities.

  • Reports actions and results to supervisor.

  • Responds to emergency calls, assigns, and assists as needed to correct problems.

  • Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS

  • Knowledge of and ability to operate various types of equipment required in the installation and maintenance of utility systems such as backhoes, dump trucks, five(5) and ten(10) yard capacity, fork lift, low-boy tractor trailer, pumps and various other small equipment used in the maintenance of utility systems.

  • Knowledge of occupational hazards and safety precautions applicable to utility installation and maintenance programs.

  • Ability to plan, organize, direct, and evaluate the work of others.

  • Ability to understand and interpret construction drawings and blueprints.

  • Ability to follow oral and written instructions.

  • Ability and agility to perform various job duties in all weather conditions including lifting and/or interacting with job related appurtenances and equipment which might weigh in excess of seventy five (75) pounds.

  • Ability to see colors.

  • Ability to perform tasks that require eye and hand coordination.

  • Ability to see ambulate independently, drive, bend, stoop, sit and stand.

  • Ability to make independent decisions.

  • Ability to post and track and post data or other record keeping information either by written notations and/or entering such information into micro-computer or remote computer terminal (CRT) data base systems.

  • Produces reports and/or reviews records necessary to ensure that all regulations governing installation and maintenance are fully complied with by assigned staff.

MINIMUM QUALIFICATIONS

Graduate of an accredited high school or possess an acceptable equivalency diploma and have a minimum of five (5) years experience in the installation, maintenance and repairs of potable water and/or sewer utility systems, including two (2) years in a supervisory capacity.

Must possess a valid Florida Class "A" Commercial Driver's License with Tanker endorsements at the time of employment within this classification or obtain within 1 year.

Must possess a Level "3" Distribution License and obtain Level "2" License within 1 year.

A comparable amount of related training and experience may be substituted for the minimum qualifications except for licensure requirements.

SPECIAL REQUIREMENTS

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
