Polk County Utilities provides safe drinking water, wastewater collection and treatment systems to nearly 68,000 accounts in unincorporated communities throughout the county. In some service areas, this division also provides reclaimed water.

Polk's Utilities program:

Produces and distributes 18.9 million gallons of drinkable water each day

Collects and treats 8.6 million gallons of wastewater each day

Produces and distributes 7.4 million gallons a day of reuse water for irrigation

Responded to nearly 23,000 Sunshine One Call requests in 2022 to identify locations of utility lines

The Utilities Division also works closely with agencies such as the water management districts, Florida Department of Environmental Protection and other municipalities in Polk to provide for future demand through planning and water conservation measures.

Starting Pay Grade: PG 26, $40.56 Hourly, Non-Exempt

MAJOR FUNCTION

Professional engineering and management work. This position is responsible for supervising several Utilities CIP Division projects. This includes management responsibilities related to the County's Utility Capital Improvement Program, Renewal and Replacement Program, Inspection Activities, and Locates Program Coordination. Work shall also include interfacing with the County's General Engineering Consultant (GEC) for the Utilities CIP Division, along with assistance in the development and management of the Utilities CIP Division's Annual Budget.

ILLUSTRATIVE DUTIES

  • Responsible in supervising the technical and project management responsibilities related to the Division's County Utility Capital and Engineering Utilities Renewal and Replacement and coordinates with the County's GEC for the Utilities Technical Services, Operations and Customer Services Divisions.

  • Oversees the activities of outside consultants and contractors in the preparation of utility projects for utility water, wastewater, and reclaimed water transmission, distribution, collection systems, and facilities repair and replacement CIP projects.

  • Oversee the activities of the work group in the preparation of designs, specifications, permitting, planning, scheduling, construction, right-of-way acquisitions, condemnations, appraisals, and surveying of utility projects for utility water, wastewater, and reclaimed water projects.

  • Coordinate with the Division's outside consultants regarding the preparation of engineering and capital drawings, design reports, permit applications, record drawings, construction specifications, shop drawings, and cost estimates for water, wastewater, and reclaimed water infrastructure water and plant repair and replacement capital improvements projects.

  • As a Professional Engineer, this position may be required to sign, and seal permit applications and construction drawings.

  • The position will require the performance evaluation of critical engineering feasibility analyses, hydraulic analyses, treatment and performance efficiency analyses, and alternative evaluations of outside consultants and staff.

  • This position requires the interfacing with other county, city, state and federal agencies; as well as, the development community in designing, permitting, and capital constructing projects.

  • Assist in the preparation and maintenance of Utilities CIP Division's Annual Budget, project budgets, progress and status reports, letters, files, and other documentation, related to projects and the preparation of annual construction and engineering contracts.

  • Responsible for easement and right-of-way acquisition as necessary to accommodate proposed utility construction projects.

  • Requests and coordinates site surveys and related data to the engineering design staff.

  • Provides engineering, technical, project management and administrative support to the Utilities' CIP Director.

  • Reviews invoices for services from consulting engineers and contractors to determine that those services have been performed, as required, prior to submitting for payment authorization.

  • Prepares and maintains progressive project reports/files, which include project schedule information and work activities. These reports may be for the Utilities CIP Director, as well as the Polk County Board of County Commissioners, and various regulatory agencies (e.g., Florida Department of Environmental Protection, United States Environmental Protection Agency, Polk County Health Department, Water Management Districts, etc.).

  • This position will perform related duties as required by the Utilities' CIP Director.

KNOWLEDGE, ABILITIES, AND SKILLS

This position requires knowledge of the concepts, terminology, principles, and analytical techniques of civil and/or environmental engineering applied to water and wastewater facilities, collection systems, and distributions systems, including reclaimed water systems and wastewater solids handling; knowledge of methods, techniques, and materials used in utility system construction; the ability to read and interpret complex engineering plans; the ability to prepare engineering and related reports, capital improvement plans and budgets, letters, and memorandums, etc.; the ability to analyze, identify, and report financial data and trends and the ability to plan, direct, supervise, and evaluate the work of assigned Personnel.

This position requires the ability to appropriately apply the concept of engineering problem solving as it relates to the development and operation of the County's Utility CIP Division's mission. This position requires the ability to develop engineering scope of works, and construction contracts and oversee consultant work; the ability to plan, organize, and coordinate capital and engineering design work projects; the ability to communicate engineering information effectively in both verbal and written forms to both technical and non-technical audiences.

Ability to see, talk, ambulate independently, bend, stoop, sit, stand, drive, make written notations, and perform creative writing tasks; the ability to concentrate on detailed and sequential work tasks, to perform mathematical tasks and to research, investigate, detect, inspect, verify and recommend solutions to recognize information or work and take remedial actions independently.

MINIMUM QUALIFICATIONS

Graduate of an ABET accredited four (4) year college or university with major course work in civil or environmental engineering and have a minimum of six (6) years experience in engineering design, permitting, and project /construction management experience involving water and wastewater utilities including a minimum of two (2) years of relative supervisory experience.

Must be a registered Professional Engineer in Florida or have the ability to become a registered Professional Engineer in the State of Florida within six (6) months after employment within this classification.

Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.

A comparable amount of related training and experience may be substituted for the minimum qualifications. This substitution acceptability shall be determined by the sole discretion of the County.

SPECIAL REQUIREMENTS

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
