Performs a variety of entry level to skilled maintenance, construction, and mechanical tasks (depending on qualifications) to ensure the continuous operation of Manatee County's Water and/or Wastewater Systems.
Working Conditions:
Indoor/Outdoor work environment. Work requires strenuous physical exertion and/or physical strain, sometimes under adverse conditions or in inclement weather. High noise environment while performing certain responsibilities. Lifting equipment or materials up to 80 lbs. alone; up to 100 lbs. with assistance. Able to climb and descend steps and ladders. Able to kneel, bend, stoop, crawl, reach, push, and pull. Able to see, including identifying colors. Able to hear. Able to work in small, confined structures underground and in the presence of raw sanitary sewage. Able to traverse uneven or rugged terrain. Regularly required to drive county vehicles as part of the duties of this job. Periodically required to work other than normal business hours, including nights, weekends, and holidays.
Job Description
Essential Functions

Performs entry level to skilled and lead duties (depending on qualifications) related to repair and maintenance activities in the Sewer Collections Section of the County's Water and/or Wastewater Treatment facilities.
Performs or assists with skilled and semi-skilled tasks in maintaining, repairing, and operating equipment and facilities, such as the following: wells, pump stations, underground sewage gravity lines, manholes, lift stations, force mains, high pressure water transmission mains (56" to 3/4" diameter), local distribution lines, services, meters, and fire hydrants. Performs construction layouts and establishes grades for all types of utility installations.
Performs or assists in operation and maintenance of service equipment including utility service trucks, backhoes, dump trucks, equipment trailers, loaders, sewer cleaning equipment, flushing and sealing equipment, metal cutting and welding equipment, hydraulic and pneumatic presses, tapping machines, valve operators and wrenches, trenching machines, boring machines, pipe cutters, dewatering systems, pumps, alignment tools, and locating and leak detection devices, as well as a variety of powered and unpowered hand tools.
Performs or assists with installations, rebuilds, and repairs of water and wastewater pipelines, manholes, vaults, valves, fire hydrants, meters, and backflow preventors. Isolates water and wastewater lines for repairs, inspection, or construction. Forms and pours concrete. Rebuilds and restores roadways, curbs, and sidewalks. Adjusts manhole and valve box rims and covers to grade. Installs, rebuilds, and repairs pumps, chemical feed equipment, electrical generators, and other mechanical equipment in the County's water and wastewater plants, water storage reservoirs, well fields, and pump stations. Performs building and grounds maintenance as needed.
Organizes and prepares parts, equipment, and tools for the day's work. Maintains daily work records and completes reports on work activities. Completes work orders.
Performs all work in accordance with applicable rules, regulations, policies, procedures, and technical and safety standards. Ensures job site safety through traffic control and equipment location.
Reads, interprets, and follows pertinent blueprints, utility maps, as-builts, and record drawings.
Technician III acts as "competent person" on job site for purposes of confined space and excavation safety rule compliance in absence of a maintenance supervisor.
Technician III may train new technicians in the proper use of required equipment and serve in a "lead" capacity when required.
Works emergency situations (including weather and other extreme conditions) as required; responds to after-hours emergency repair calls as assigned.
Performs other duties as requested.
Minimum Qualifications
All levels require high school diploma or equivalent.
Participation in a rotating stand-by/on-call schedule required.
All levels require valid driver license with valid Florida driver license prior to start date.
Tech IA must have valid Florida Class "A" CDL Permit with written Air Brakes, Tanker, Combination, and General Knowledge tests within 90 days of hire.
Tech IA must obtain valid Florida Class "A" Commercial Driver License (CDL) with tanker endorsement within twelve (12) months of hire.
All other levels require valid Florida Class "A" Commercial Driver License (CDL) with tanker endorsement.
Experience Requirements:
Technician IA: No previous relevant experience required.
Technician IB: One or more years of experience in plumbing, construction, or mechanical repairs.
Technician II: Three or more years of experience in plumbing, construction, or mechanical repairs. One year of back-hoe experience.
Technician III: Five or more years of experience in plumbing, construction, or mechanical repairs. Three years of back-hoe experience. Previous lead or supervisory experience desired.
All Levels: Previous experience in repair/maintenance of water/wastewater distribution utility systems and pipe laying, operating heavy earth moving equipment, and operating directional bore machine desired.
Certification Requirements
Tech 1B: Level 3 Distribution Systems Operator License within 18 months of hire.
Confined Space Certification within 1 year of hire.
Teaching and Shoring Certification within 1 year of hire.
Temporary Traffic Control Certificate within 1 year of hire.
Technician II: Level 2 Distribution Systems Operator License.
Technician III: Level 1 Distribution Systems Operator License.

Good knowledge and understanding of regulatory and safety compliance necessary to successfully perform job responsibilities.
Good knowledge and understanding of computer systems and software applications required to perform job duties.
Good verbal and written communication skills and interpersonal skills in order to interact professionally and effectively with staff, management, and other stakeholders. Able to understand and follow verbal instructions and written materials (i.e., manuals, schematics, and maps). Able to explain facts, policies, and practices.
Able to read, write, and speak English. Able to understand and follow oral or written directions communicated in English.
Additional incentive pay for working in the Wastewater Collections section:
Tech IA: $.50/hour
Tech IB - Tech II: $1.00/hour
Tech III: $1.50/hour
This incentive is reflected in the salary range for this position.
