The City of Raleigh is seeking a qualified candidate to fill the role of Utilities Technician to provide operational, technical, and maintenance support for the City's metered and cross connections systems. Utilities Technicians perform skilled activities in support of maintenance and monitoring functions with the use of manual, electric, and gas-powered tools. The Utilities Technician also utilizes electronic devices such as laptops, smart phones, and wireless hot spots in conjunction with routing software and electronic workorder management systems daily.

Standard Hours for this position are M-F 7:30am

  • 4:00pm/30-minute lunch. Qualifying Utilities Technicians have a flexible, self-directed start time that ranges from 6:30am

  • 9:00am. Qualifying Utilities Technicians are eligible for training certifications that provide stipends of additional 12.5% to base pay.

Utilities Technicians work a rotating after hours call. Pay for being on call (standby) is 8 hours at regular pay. If called back into work, employee is paid at the overtime rate as indicated by policy.

Parking is free.

  • Performs technical duties in the Meter Division, installation, maintenance, test, and repair of small and large water meters.

  • Repairs water leaks and performs flow and pressure tests.

  • Replaces/Adjusts small and large meter boxes as requested.

  • Turns water on/off for customers.

  • Operates valves to perform flushing and utilizes hand tools to complete tasks.

  • Investigates potential customer concerns about consumption and leaks.

  • Responds to emergency requests.

  • Verifies correct readings from water meters, enters correct data and completes work orders.

  • Selected Utilities Technicians perform confined space entries after training and certifications.

  • Collects, prepares, and enters system data; creates work orders; logs work activities; update maps; enters account data; compiles and prepares reports; maintains records, files, and work-related documentation.

  • Performs other duties of a similar nature and level as assigned.

Education and Experience

High School Diploma or GED and two years of maintenance experience.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing/Certifications

  • Valid North Carolina Class C Driver's License, or ability to obtain within 60 days of hire, and a satisfactory driving record.

Knowledge of:

  • Standard practices, methods and materials of assigned work.

  • Occupational hazards and applicable safety principles and practices.

  • Uses and properties of supplies and equipment.

  • Comprehending reference books and manuals.

  • Operating assigned tools and equipment.

  • Organizing and maintaining records and files.

  • Interpreting and applying applicable laws, codes, regulations and standards (based on assignment).

  • Providing customer service.

  • Utilizing a computer and relevant software applications.

  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.

ADA and Other Requirements

Positions in this class typically require: balancing, stooping, kneeling, crouching, reaching, standing, walking, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.

Very Heavy Work:

Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.

Working Conditions:

Work is performed in both the field and in an indoor office environment with moderate exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to hazardous materials (such as chemicals, blood and other body fluids); frequent exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); and frequent exposure to extreme temperatures and travel.
