The City of Raleigh is seeking a Utilities Specialist devoted to providing operational, technical and maintenance support for the City's water, wastewater, collection and distribution systems. Incumbents perform advanced specialized activities and/or lead technical and specialized skilled work. As assigned, incumbents may serve as lead workers, assigning work and monitoring work completion.
Qualifying Utilities Specialists are eligible for training certifications that provide stipends of additional 12.5% to base pay.
Utilities Specialists work a rotating after hours call. Pay for being on call (standby) is 8 hours at regular pay. If called back into work, employee is paid at the overtime rate as indicated by policy.
Parking is free.
Conducts site surveys to determine facility hazards and the location of approved backflow assemblies; delivers CC Notices of Violation and working with non-compliant customers
Assists in conducting CC Orientation and Backflow Certification schools for outside contractors; assists the Hydrant Program with assembling, repairing, and testing hydrant meter rental units
Maintains CC database, troubleshoots and resolves errors in database through research in CC&B, Wake Gov, PUMA, and other internet sources
Receives, processes, and responds to customer inquiries and complaints concerning testing letters and installation requirements; receives and processes completed test reports; processes and notifies customer of failed reports
Assists with non-compliant customers, assists with Certified Tester information and documentation of assemblies
Education and Experience:
High School Diploma or GED and four years of maintenance experience
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing and Certifications:
Valid North Carolina Class C Driver's license with a satisfactory driving record, or the ability to obtain within 60 days of hire
Ability to obtain City of Raleigh Backflow Certification and Cross Connection Control ORC Certification within 1 year of hire
Ability to obtain Water Distribution Level C Certification within 2 years of hire

Medium Work:
Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Working Conditions:
Work is performed in both the field and in an indoor office environment with frequent exposure to hazardous physical conditions (such as mechanical parts, electrical currents, vibration, etc.); frequent exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to hazardous materials (such as chemicals, blood and other body fluids); frequent exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); frequent exposure to extreme temperatures, inadequate lighting and movement restrictions; and moderate exposure intense noise or travel.
