Job Summary

The City of Lebanon is recruiting a talented and motivated individual to join our team as a Utilities Operator 1, Grade 5 AFSCME union position. This position specializes in maintaining the water distribution and wastewater collection system throughout the City.

Performs skilled labor tasks including the operation of equipment required for the reading, inspection, installation, maintenance and repair of water meters and backflow preventers. Operating, controlling, and maintaining the water distribution and wastewater collection systems, and responding to emergency situations, as necessary. Performs all other related work as required.

All Public Works positions are required to participate in winter snow operations, inclement weather & seasonal events, and other emergency related activities. Overtime is required outside of the normal scheduled hours of this position. Overtime includes 2nd and/or 3rd shifts, responding to emergency situations including participation on weekends when required. CDL required or ability to obtain within 6 mos of hire.

Knowledge Skills and Abilities

Essential Functions:

Performs the daily operations and maintenance of the water distribution and wastewater collection systems to ensure compliance with state and federal regulations and requirements.

Performance of construction, repair or maintenance of the utilities collection and distribution system as required.

Operates and controls electric motors, pumps, and valves to regulate the flow of water and wastewater.

Cleans, services, and makes minor repairs to all distribution and collection equipment

Installs, maintains, and reads water meters in residential and commercial properties. Sizes meters for optimum registrations of all flow rates. Accomplishes service turn-on and shut offs as directed.

Performs meter reading on a regular, periodic basis, and makes exception readings as necessary to detect leaks or faulty meters.

Performs bench work in repairing, testing, and calibrating meter equipment.

Administers and performs the backflow prevention and cross-connection programs.

Participates in plan review process and makes periodic inspections to ensure conformity of water and wastewater system installations with City regulations.

Inspects facilities and building plans for possible cross-connection violations.

Purchase of supplies, materials, and services as required.

Generates reports and maintains necessary and appropriate records as required by department and city policies and procedures and state and federal regulations, including review and revision of standard operating procedures.

Performs similar or related work as required, directed or as situation dictates.

Recommended Minimum Qualifications

Knowledge, Skills and Requirements -

  • Thorough knowledge of water distribution and wastewater collection operations and maintenance.

  • Thorough knowledge of water meter and backflow prevention device testing, maintenance and operation, and ability to ready meters.

  • Thorough knowledge of state and federal drinking water and wastewater rules, regulations, and reporting requirements.

  • Considerable knowledge of hydraulics, instrumentation, and mechanics.

  • Knowledge of general engineering principles and practices

  • Knowledge of supervisory practices, budget development and management.

  • Working knowledge of the hazards and safety precautions involved in the work performed.

  • Ability to interact positively with the public, co-workers, and city officials.

  • Ability to proficiently operate computer with appropriate software.

  • Ability to understand and follow oral and written instructions.

  • Ability to operate power hand tools.

  • Ability to work effectively under time constraints to meet deadlines.

  • Skill in operating equipment mentioned in description.

Licenses/Certifications:

  • Valid driver's license.

  • Possession of NH Grade I Water and Wastewater Treatment Operator's License and a valid Class B CDL.

  • NEWWA Backflow and Cross Connection Surveyor Certification.

Education, Training and Experience:

  • High School Graduation.

  • Experience in water/wastewater.

Ability to obtain within 6 months of hiring:

  • CDL B
  • NHDES Grade 1 Water Distribution Operator License
  • NEWEA Grade 1 Wastewater Collection License
  • NEWWA Backflow and Cross Connection Surveyor Certification

Job Environment:

  • Frequent, more than 2/3 of the time work outside work under variable weather conditions, in high, precarious places, up to 2/3 of the time with toxic or caustic chemicals, fumes or airborne particles, with risk of electrical shock. Work environment has a very loud level of noise.

  • Operates an automobile, trucks in excess of 26,000 pounds, light trucks, hand/power/pneumatic and power tools, laboratory equipment, heavy and light equipment, computer, office machines and telephones.

  • Interacts frequently with vendors, contractors, engineers, septage haulers, inspectors, and the general public for tours.Communication is generally in person and by telephone and involves an information exchange dialogue.

  • Errors could result in delay or loss of service, and personal injury to self and/or others, damage to equipment, and possible financial and/or legal repercussions.
