General Description

JOIN THE CITY OF DADE CITY TEAM AS A UTILITIES FIELD SUPERVISOR!

This is a working supervisory position responsible for overseeing the utility maintenance / field staff in the installation, maintenance and repairs of the utility infrastructure systems, water mains, sewer mains, wastewater lift stations, installing and connecting water meters, making sewer connections, and maintaining fire hydrants, etc. Employee is subject to emergency on call rotation.

Essential Job Functions

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Supervises, directs, and works with the field utility maintenance staff in the overall maintenance and repair program of the City's water and sewer infrastructure under the leadership of the Utilities Director.

  • Coordinates work schedules with the Utilities Director and implements safety protocol procedures for any or all emergencies.

  • Coordinates and maintains the City's utility supplies inventory with the Utilities Director and GIS Technician for budgetary purposes and to ensure the most cost-effective high-grade materials are used for any necessary repairs.

  • Implements standard operating procedures for valve exercising, fire hydrant testing, and other utility maintenance programs.

  • Provides routine field updates to Utilities Director.

  • Monitors SCADA and other field data collecting devices to identify / troubleshoot problems and improve efficiency of utility infrastructure.

  • Plans, organizes, and directs all field related utility activities and functions of the department.

  • Coordinates the activities of the utility department with other City departments.

  • Assumes responsibility for all employment, training, disciplinary, and performance evaluation activities of field staff.

  • Serves as the departmental public relations and information representative to the general public, takes appropriate action, and follows-up on results.

  • Supervises and participates in the inspection of utility construction projects.

  • Administers departmental operating policy.

  • Reviews operating problems with and evaluates recommendations of subordinates.

  • Performs job layout and cost estimating duties.

  • Performs other duties as assigned by the Utilities Director.

  • Ability to physically demanding work, typically involving a combination of reaching, bending, stooping, kneeling, or crouching, and that may involve lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials up to 50 pounds

  • Performs related duties as required.

Knowledge, Skills and Abilities

  • Knowledge of principles, procedures, and practices of maintenance, construction, and repair as applied to municipal utility activities.

  • Thorough knowledge of materials, supplies, and equipment used in public works activities.

  • Ability to organize and delegate responsibility and conduct work through supervisory review and control procedures.

  • Ability to perform departmental public relations duties in a manner conducive to maintaining and enhancing the image and reputation of the City.

  • Ability to establish and maintain effective working relationships with the City and other departmental officials private, public, and other agencies, contractors, and the general public.

  • Knowledge of Utility maintenance program and related procedures, components, materials, and supplies.

  • Knowledge of standard tools, methods, materials and safety practices for water main repairs, sewer repairs.

  • Ability and knowledge of emergency protocol response procedures for water and wastewater utility emergency response times.

  • Knowledge of local and state permitting procedures and plumbing construction codes.

  • Ability to read utility plans, organize and coordinate the necessary maintenance repairs in a timely manner.

  • Ability to understand and follow oral and written directions from the Director.

  • Knowledge in the use, maintenance and care of construction equipment and tools used to perform job function, and maintain utility inventory on all supplies.

  • Ability to establish and maintain effective working relationships with other employees and the general public.

  • Ensure subordinates wear uniforms provided by the City and that uniforms are appropriate to the job position and in presentable condition.

Minimum Requirements

PHYSICAL SKILLS/WORKING CONDITIONS: Ability to communicate effectively using verbal, written and visual communication. Ability to physically demanding work, typically involving a combination of reaching, bending, stooping, kneeling, or crouching, and that may involve lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials up to 50 pounds. Driving and the operation of large trucks and construction equipment is a requirement. Normally scheduled work hours are Monday through Friday 7:00 a.m. to 3:30 p.m. but are subject to change based on projects or services. Overtime may be required.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from high school or possession of an acceptable equivalency diploma. Five (5) years of Public Utilities related experience and five (5) of supervisory experience. Experience which provides the required knowledge, skill and abilities in all phases of construction and repairs to a utility infrastructure of water and sewer mains, plants, lift stations, etc.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Class 3 Water Distribution License, Class 2 preferred.
