Utilities Engineering Manager

WHAT YOU WILL BE DOING:
An employee in this class directs a division of the Water Resources Department with a variety of technical and managerial responsibilities including: enforcing / revising existing Town ordinances, policies, and specifications as appropriate to enhance the Town's water and wastewater systems; oversees utility engineering plan review and all capital improvement projects such as new water and sewer lines, pump stations and force mains, water storage tanks and treatment plant upgrades; developing and presenting public education and outreach programs to community groups, businesses and homeowners. This position coordinates with other Town staff to review existing infrastructure and new development trends to master plan for future water and sewer facilities, works with utility operations personnel on the investigation of Infiltration/Inflow concerns as well as evaluating current pump station/force main capacities, and works with infrastructure inspections to coordinate construction administration and observation for all capital improvement projects. Work requires the employee to exercise considerable judgment and independence of action including broad contacts with citizens, contractors and developers. Work may subject the employee to environmental conditions, extreme temperatures, and construction noise and hazards. Work is performed under general supervision of the Assistant Water Resources Director and is evaluated based on conferences, review of completed work and records, and citizen feedback.
A SAMPLE OF THE ESSENTIALS:
Directs the Utility Engineering division; supervises and provides technical guidance to employees working in these programs.
Identifies funding options and sources for the Town's Utility Engineering division and presents recommendations to the Town Council.
Reviews plans for compliance with water, sewer, and state and local laws; attends Technical Review Committee meetings to provide guidance on related issues.
Conducts field inspections to ensure compliance with approved plans and specifications; investigates citizen complaints and concerns.
Corresponds with developers, engineers, and others regarding deficiencies in plans and specifications based on consistency with Town needs and specifications.
Oversees program to monitor the Town's water usage and attends meetings regarding various water resources projects and initiatives.
Oversees program to monitor the Town's sewer flows and reports the data to NCDEQ on a quarterly and annual basis.
Oversees the production of various public outreach materials regarding water, sewer and other public works activities.
Reviews and seals engineering designs of staff; interprets plans and specifications.
Maintains records and reports of work activities and other information as needed.
Provides information and interprets policies and ordinances for citizens, contractors, developers, and others; investigates complaints and remediates or recommends solutions.
Attends a variety of meetings in the absence of the Assistant Water Resources Director; attends Town Council meetings as necessary
Serves on a variety of technical advisory committees and task forces representing the Town.
Performs related duties as required.
WHAT YOU'LL NEED:
Bachelor's degree in civil engineering or related field, and considerable experience in water and wastewater design and management work, including supervisory experience.
Professional Engineering License
Possession of a valid North Carolina driver's license.

Thorough knowledge of engineering design principles and ability to apply them to designated projects.
Ability to comprehend and interpret complex hydraulic modeling reports.

Ability to maintain effective working relationships with Town officials, other public officials, employees, contractors and the general public.

Ability to read, prepare and interpret construction plans and specifications.
Ability to learn, review, and revise the Town's engineering specifications, and state and federal regulations relating to water and wastewater utilities.
Ability to detect errors in construction plans, materials, and projects.
Ability to organize and assign work, motivate, communicate, provide performance coaching and evaluation and create teamwork and commitment to work quality and excellence for subordinate personnel.
