The Position

This is advanced technical work preparing plans and designs and field inspection work related to engineering and construction projects. Work involves assisting an engineer, project manager or contractor in the review and correction of engineering plans and designs, and ensuring compliance with approved plans and specifications for a variety of Utilities projects. Work requires the exercise of independent judgment in planning and carrying out assignments with a professional supervisor available for assistance in handling complex work situations. Work is normally reviewed through discussions for technical accuracy and compliance with desired results.

The Requirements

Required:

High School Diploma or GED equivalent, plus four (4) years progressively responsible experience in sub-professional engineering work or four (4) years experience as a construction inspector for a governmental agency.

Preferred:

Associate's Degree in engineering or related.

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Valid Driver's License: With proof of automobile insurance

  • Background Check: Must have an acceptable background record

  • Driving Abstract: Must have an acceptable driving record

The Examination

  • Inspects water and wastewater treatment facilities, water distribution, sewer collection, storm drainage, structural and paving construction; ensures compliance with approved plans and specifications; checks materials used; determines alignment, grade and compaction of fill; orders standard field and laboratory tests; performs field measurements; prepares and maintains related records and reports.

  • Reviews construction progress on projects being built by the Public Utilities Department or private developers; confirms work completion for work performed in accordance with the contract.

  • Reviews and analyzes permit applications and plans and design specifications with professional engineers, contractors, project managers.

  • Tabulates quantities and cost estimates; sets preliminary and final grades; tabulates cut and fill.

  • Assists in gathering data on the specific area of assignment; provides assistance in the analysis and interpretation of data; prepares verbal and written reports based on analysis and findings.

  • May provide technical assistance to subordinate personnel involved in field inspection activities; provides technical assistance and advice on difficult and unusual problems when necessary; analyses and reviews completed work for accuracy and design application.

  • Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.

  • Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

Additional Information

  • Knowledge of the standard terminology, techniques, and practices of engineering technology appropriate to the area of assignment.

  • Knowledge of possible defects in construction materials and of effective corrective measures.

  • Knowledge of the types of tests performed on construction materials and their application.

  • Knowledge of mathematics, including trigonometry.

  • Knowledge of the principles, practices, techniques, and instruments of engineering drafting.

  • Ability to perform technical computations, analyze complex data, and prepare plans and reports based on findings.

  • Ability to plan, direct, and supervise the work of subordinates and to instruct them in proper work methods and procedures.

  • Ability to make independent investigations and conduct inspections of engineering problems, and to enforce requirements firmly, tactfully and impartially.

  • Ability to prepare complex technical and engineering drawings.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.

  • Skill in the use of engineering instruments and equipment.

  • Skill in the use of a personal computer and related software for report preparation.
