Schedule: Some Remote Work

This position is responsible for providing solutions and innovations for water, sewer and reclaimed water studies, design projects, programs. Also, the position will work on the County's Material Specifications, Pinellas County Utilities Standard Details, and PCU Standard Specifications, GIS and Asset Management. This is managerial level professional engineering work in a wide variety of engineering, construction, GIS and Asset Management projects. This position will work closely with the Maintenance Division to assure the PCU horizontal assets are properly maintained and replace when needed. An incumbent in this classification is responsible for planning, coordinating, reviewing the work of professional subordinate, technical employees engaged in planning, construction, operation, maintenance, and utilities projects including water, sewer, reclaimed and other utility systems. Emphasis of the work is planning and coordinating a number of in-house projects from inception to completion; working with maintenance division, contract administration; coordination with consultants, contractors and other governmental entities. Work involves a wide range of public contacts in coordinating delegated county engineering activities with both public and private organizations. The position includes management of subordinate staff in water, sewer and reclaimed water design and construction activities, GIS and asset management.

Essential Job Functions

  • Designs required elements of utility engineering infrastructure projects.

  • Manages other in-house professional engineers to accomplish project goals and schedules.

  • Manages engineering consultants to accomplish project goals and schedules.

  • Supervises, coordinates and provides technical guidance to a medium size engineering function such as an ancillary of a major engineering division.

  • Prepares, reviews, or arranges for regulatory permit acquisition.

  • Reviews and accepts FDEP and FDOT permit applications submitted by an Engineer of Record

  • Coordinates with construction field Inspectors to verify water, sewer, or reclaimed water construction site plans are followed.

  • Responsibilities:

  • Contract administration services for all consulting engineering contracts which entails preparing progress reports, attending meetings, tracking of consultant's progress, review of plans and specifications, review of pay requests, and coordination and review of construction activities.

Position Specific Qualifications

Experience

  • Directly related to the assigned subject matter area of responsibility, for example, construction, project management, civil engineering, electrical, environmental management, that includes 3 years supervision of engineering activities.

Education

  • Degree in civil engineering or relevant engineering discipline.
  • Bachelor's degree as described above and Professional Engineering certification* with 8 years of experience as described above; or

  • Master's degree as described above and Professional Engineering certification* with 6 years of experience as described above; or

  • PhD degree as described above and Professional Engineering certification* with 4 years of experience as described above.

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

  • Should an individual hold a professional engineering certification from a state other than FL, they are eligible for employment into a different job classification until the Florida license is obtained. The Florida professional engineering license would be required within 6 months of hire.

Highly Desirable

  • Professional engineering certification from the State of Florida and 8 years' experience.

  • Experience in design, permitting, and construction of utility projects.

  • Experience as a Supervisor/Manager to provide leadership to a team of direct reports.

  • Proficient in Microsoft Office Suite (Excel, PowerPoint, Word).

Knowledge, Skills, and Abilities

  • Knowledge of Asset Management Risk based assessments of water and sewer systems regarding and horizontal assets.

  • Knowledge of operating characteristics, capabilities, and limitations of asset and work management systems.

  • Knowledge of the methods and practices of hydraulic modeling.

  • Ability to research developing trends and procedures, and apply sound engineering techniques to solving complex problems relating to water and sewer systems.

  • Ability to read and interpret a variety of blueprints, schematics drawings, plans and specifications.

  • Ability to read, interpret and provide technical and professional review of a wide variety and large volume of engineering plans, specifications, maps, aerial, survey symbols and related documents.

  • Ability to communicate effectively, both orally and in writing, with employees, citizens, and other government agencies.

  • Ability to relate technical information in a manner understandable to co-workers, superiors, other County departments and members of the public.

  • Ability to professionally interface with direct reports and all levels of management to develop solutions and facilitate County best practices.

  • Ability to work with minimum supervision under broad guidelines and obtain, analyze, summarize, and maintain technical engineering data and records.

  • Ability to identify, analyze, and solve technical and administrative problems.
