The Utilities Engineer Oversees the planning, design, and inspection of engineering projects related to the water, wastewater, and stormwater utility for the City. Performs related assignments as required. Reports to the Director of Utilities. The work is performed primarily as leader or director with broad functional areas and more expertise and strategic focus.

The preferred hiring amount for this position is between $102,497.24 - $128,392.84 Annually.Starting offer is based on applicable education, experience, and internal equity. Essential Responsibilities and Duties

  • Supervises and/or performs surveys, preparation of design criteria, designs, analyses, specifications, plans, investigations, cost estimates, tabulations of contract bids, contract payments, and related matters.

  • Establishes work schedules, reviews work, and advises project managers and staff on the execution of City-wide infrastructure projects.

  • Reviews and approves site work by private contractors. Supervises inspection and acceptance of site improvements.

  • Coordinates the work of the engineering staff with federal, state, and other City agencies and serves as a point of contact for the public, developers, and private engineering contractors.

  • Prepares and presents a variety of technical reports and/or related data.

  • Performs other related tasks as assigned.

Education, Experience and Skills

Minimum Qualifications:

  • A combination of education and experience equivalent to a 4-year degree,

  • Five (5) years of professional engineering work experience.

  • Possession of an Engineer-in-Training (EIT) certificate.

  • Requires a PE license or the ability to obtain a PE within 12 months of hire.

  • General knowledge of modern principles and practices of civil engineering; general knowledge of modern methods and techniques as applied to the design, construction and maintenance of public works or utility projects; general knowledge of land and engineering survey systems, methods and techniques; general knowledge of contract administration principles; general knowledge of microcomputers and their applications;

Preferred Qualifications:

  • Professional Engineer (PE) license preferred.

Skills:Comprehensive knowledge of the principles and practices of civil engineering as applied to the development and construction of public works projects; ability to plan projects and prepare related designs, estimates and specifications; ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems and planning; ability to maintain effective working relationships with City officials, employees, contractors and the general public; skill in the use of civil engineering instruments and equipment; ability to communicate complete ideas effectively, orally and written; ability to calculate complex cost reports; ability to prepare technical reports; ability to establish and maintain effective working relationships with associates, subordinates, City officials and the public; ability to prepare construction cost estimates.
