Schedule: Monday

  • Friday; 8:00 a.m.

  • 5:00 p.m. Some evenings and weekends may be necessary

If your answer is an emphatic YES! then, the Pinellas County Utilities' Education and Community Outreach Coordinator position may be for you!

This position performs professional work developing, coordinating, and implementing community and student educational programs and curricula for Pinellas County Utilities (PCU) initiatives and facilities. The ideal candidate: is a creative individual with experience in public speaking and leading programming and classes for adults; is skilled at coordinating logistics and moderating a year-round schedule of speakers, presentations, workshops, tours, training, and continuing education programs for students and adult learners; has experience and success leading the development of innovative content for adult education, community engagement, and events offered, and supervising interns and volunteers. This person must be a self-starter, working well independently with minimal supervision, and a fast learner, able to visit PCU facilities from St. Petersburg to Tarpon Springs, and become familiar with all key operations and processes. Experience creating and managing the content of LMS365 is a plus. Schedule flexibility is essential as speaking engagements or events may occur in the evenings or on weekends.

Essential Job Functions

  • Develop a strong, countywide network with community, service, civic, and other non-governmental organizations, businesses, local governments, schools, and HOAs.

  • In coordination with the PCU Communications team, prepare press releases, public service announcements, brochures, and special event calendars to promote educational, volunteer, intern, and career opportunities.

  • In coordination with the PCU Communications team, design content/copy for educational and publicity purposes.

  • In coordination with the PCU Water Conservation team, develop, implement, and administer community outreach and educational programs, including natural resources, and water conservation, and arrange related exhibits and competitions.

  • Support PCU efforts to increase awareness and knowledge of PCU processes, careers, and initiatives by varied means.

  • Coordinate the development and implementation of the LMS365 departmentwide learning platform, including the creation of content, videos, assessments, certification, and related databases.

  • Develop, maintain, track, and run reports on the PCU workforce's certifications, continuing education, and learning progress, and assist with administrative and database work relating to the maintenance of the PCU LMS365 system.

  • Produce, direct, and host educational programs for multi-media platforms.

  • Assist with the pursuit of PCU-related grants, including research, application development, implementation, and related documentation maintenance.

  • Manage PCU's presence at the Enterprise Village and Finance City at the Stavros Institute.

  • Plan, promote, schedule, and conduct educational programs through public presentations and tours for civic service, civic, and other non-governmental organizations, businesses, local governments, schools, and HOAs.

  • Serve as liaison between PCU and the local public, private, charter, and homeschool systems for classroom visits, and County employee community involvement opportunities like the Great American Teach-In, School Mentoring programs, and other opportunities like Big Brothers Big Sisters of Tampa Bay School to Work Program and Junior Achievement "Our City" Day.

  • In conjunction with the Human Resources Volunteer Coordinator, coordinate the activities of volunteer personnel assigned to PCU programs and projects.

  • Coordinate PCU employee educational programs and workshops with state agencies, the University of South Florida, the University of Florida, and St. Petersburg College.

  • Performs other related job duties as assigned.

Position Specific Requirements

Experience: Planning, developing, and conducting science- or utility-related educational programs, community outreach, public engagement, or related work.

Education: Communication, education, science, biology, chemistry, or related field and

  • Seven (7) or more years of experience as described above.

  • Associate's degree as described above, and 5 or more years of experience as described above.

  • Bachelor's degree as described above, and at least 3 years of experience as described above.

  • Master's degree as described above, and at least 1 year of experience as described above.

  • Doctoral degree as described above.

  • An equivalent combination of education, training, and/or experience.

  • Candidate should be a curious, lifelong learner with a passion for discovering new things and a gift for inspiring others

  • Experience with developing, creating, or integrating content in LMS 365.

  • Using technology and hands-on engagement to deliver dynamic lessons and create enriching educational materials that align with state/local standards and/or national guidelines.

  • Planning and instructing presentations grounded in topics such as biology, environmental science, chemistry, physics, conservation, and engineering.

  • Assessing and accommodating diverse learners across different educational backgrounds, especially adult learners from the community.

  • Establishing classroom, lab, and field trip rules and regulations to ensure that all learners are safe and engagement with facilities, chemicals, or equipment is done in a responsible manner.

  • Assignment to work various work schedules, including compulsory work periods as a Shelter Manager or other assigned jobs in special situations, emergencies, and/or disasters.

  • Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.

  • Reliable personal transportation at the time of appointment.

Knowledge, Skills, and Abilities:

  • Knowledge of the practices and principles of public awareness and engagement through verbal, written, and visual presentations.

  • Knowledge of techniques for developing adult and K-12 educational programs, especially related to water utility facilities, processes, and programs.

  • Knowledge of OSHA regulations and recognized safety procedures and practices for fieldwork.

  • Skill in public speaking and conducting demonstrations and tours for a wide variety of ages, educational levels, and scientific interests.

  • Ability to inspire, engage, and motivate adult learners.

  • Ability to organize and conduct adult and K-12 training programs and evaluate program results.

  • Ability to develop visual aids and other instructional materials to meet specific training needs.

  • Ability to learn and apply computer applications and software.

  • Ability to run reports.

  • Ability to analyze and interpret data.

Physical/Mental Demands

The work is light work, which requires exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:

  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.

  • Kneeling: Bending legs at the knee to come to a rest on the knee or knees.

  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position. It occurs to a considerable degree and requires substantial use of the upper extremities and back muscles.

  • Pulling: Using upper extremities to exert force in order to draw, haul, or tug objects in a sustained motion.

  • Visual ability: Sufficient to effectively operate office equipment, including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.

  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone and to hear recording on a transcription device.

  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over the telephone.

  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.

  • Talking: Expressing or exchanging ideas by means of the spoken word, including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

  • Standing: Particularly for sustained periods of time.

  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
