GENERAL STATEMENT OF JOB

Oversees, monitors and controls the financial activities of the department and provides administrative support to operational sections.

EXAMPLES OF WORK

  • Directs financial operations for the Water & Sewer Department with an annual budget of approximately $79 million ($39 million operating and $40 million reserved).

  • Supervises Finance & Supply Division staff; assigns work, trains and evaluates the performance of assigned staff, including hiring and disciplinary actions.

  • Assists Water & Sewer Director in statistical and financial analysis, research, and data compilation.

  • Coordinates routine and high-level interaction between Water & Sewer and the Finance Office staff of the Okaloosa County Clerk of Court.

  • Performs analysis to evaluate alternative methods for financing large capital improvement projects, such as State Revolving Fund loans, sale of revenue bonds, bank qualified loans, grants, etc.

  • Works with Rate Consultants and Financial Advisors to assure that rate structure provides sufficient revenue to provide for operations, maintenance, capital outlay and improvements, and debt service requirements.

  • Maintains and updates a system of internal controls to ensure expenses are not in excess of established appropriations.

  • Directs the assignment of the accounting numbers as approved in budget guidelines; supervises the cost accounting system to produce costs of construction projects.

  • Reviews payroll data; supervises the preparation of payroll reports and special reports.

  • Reviews and prepares financial documents and statements (i.e., final payroll journals, statements of receipts and expenses, and invoices) for accuracy and submission to the appropriate County staff and operating officials; confers and advises operating officials on fiscal, administrative and budgetary policies.

  • Produces monthly Revenue and Expenditure status reports.

  • Consolidates departmental budget requests and prepares annual budgets under the guidance of the Director; enters all departmental budget data into the Clerk of Court's payroll information system.

  • Analyzes and develops systems and methods, such as redesigning financial and accounting processes for improved efficiency.

  • Reviews and develops procedures for protecting the department's assets in compliance through existing departmental policies.

  • Coordinates year-end activities, including perpetual inventory and fixed asset inventory with internal and external auditing entities in order to minimize risk and maximize accountability.

  • Provides management of all departmental contracts and leases.

  • Responsible for management of records retention activities.

  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education, Training and Experience:Bachelor's degree in Accounting, Business Management, or a closely-related field; supplemented by a minimum of five (5) years of progressively responsible experience in accounting, preferably for a municipal or institutional organization; three (3) years of which must be in a supervisory/management capacity, to include management of complex accounting systems and development of cost efficient accounting systems; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Experience with Microsoft Excel is required. Experience with SunGard HTE software with Naviline user interface is preferred. Experience with a water and sewer utility preferred.

License and or/Certificates: Requires a valid driver license. Certified Public Accountant preferred.

OTHER REQUIREMENTS

Physical Requirements: Must be physically able to operate a variety of machines and equipment including computer, office equipment, telephone, facsimile and copier. Must be able to exert up to 20 pounds of force occasionally, and a negligible amount frequently lift, carry, push, pull or otherwise move objects. Physical demands are essentially those of sedentary work.

Language Ability: Requires the ability to communicate effectively in Standard English, including the ability to convey, record and exchange information; requires the ability to explain procedures, to give, receive and follow oral and written instructions. Requires ability to read and interpret technical data, policy and procedure manuals, codes, etc. in moderately to highly complex terminology. Must be able to prepare forms and reports using prescribed formats. Requires the ability to communicate with a broad array of individuals from various professional backgrounds.

Intelligence: Requires the ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of instructions in written and oral form; to make independent judgments in absence of supervision; to acquire knowledge of topics of occupation.

Numerical Aptitude: Requires the ability to add and subtract totals, multiply and divide, use decimals and calculate percentages; interpret graphs; compute ratio and proportion.

Interpersonal Temperament: Requires the ability to tactfully and effectively interact with the public and with co-workers. Must be able to perform under stress when confronted with frequent deadlines or peak workloads. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
