Job Description:   This position serves as the Enterprise Solutions User Experience Development Specialist for all State of Michigan (SOM) eMichigan enterprise solutions.   The Center for Shared Solutions (CSS) provides and oversees shared enterprise-wide services that all state agencies leverage in varying capacities and this individual will act as the expert Enterprise User Experience Development Specialist between CSS and all state agencies, DTMB agency services, EPMO, and vendors.

The CSS eMichigan team supports all state agencies and specific services also support local government partners, regional organizations, and federal programs.  eMichigan is responsible for the vision, development and design of Michigan's digital imprint. The organization's focus is to bring enterprise customer-centric government to the State's residents and businesses and provide reliable services to agencies to support their business needs.  eMichigan contains the following service areas:

  • Michigan.gov Web Content Management System

  • Collaboration & Digital Workspace

  • Design, Usability and ADA

  • Geospatial Services

  • Mobile and GIS application development team

  • Microsoft Azure DevOps

  • Address Cleansing

  • Customer-Centric Government Program

This position will be responsible for overseeing and leading the front-end development activities involved with enterprise-wide solutions provided by eMichigan service areas, specifically the Michigan.gov Web Content Management System, Design, Usability and ADA, Geospatial Services, Mobile and GIS application development team, and the Customer-Centric Government Program.  The position provides critical oversight for the user interface development of system implementations that affect the enterprise systems and understanding the impacts that projects will have on DTMB Agency Services, agency customers and external partners.  This role will be responsible for overseeing planned changes and future enhancements to the end user interfaces of eMichgian solutions as well and the Enterprise Digital Guidelines design system.  This specialist serves as Subject Matter Expert for front-end development, responsible for developing front-end coding standards and patterns, providing oversight of the interface builds of new responsive design web applications, as well as serving as instructor and mentor for application front-end developers.

The duties of the Enterprise Solutions User Experience Development Specialist directly relate to DTMB strategic goals of improving customer satisfaction, responsible use of taxpayer revenue, reduction of audit findings, and maximizing employee performance.  By working across all agencies and all eMichigan services, the Enterprise Solutions User Experience Development Specialist can ensure solutions have a superior user experience for our customers and improve operational efficiencies.  

This position requires an extremely high level and varying degree of technical skills, initiative, and must keep current with new and emerging technologies, and practices in applications, SOM standards and policies in order to provide for the needs across the agencies and external partners.

This position must be able to function with a minimum of direct supervision and requires a high degree of direct contact DTMB project and technology teams.  This position will be involved in understanding client Agency's business objectives and aligning that information with the solutions to support these objectives. This position will also provide technical leadership and guidance to vendors leveraging Digital Guidelines and accessing the eMichigan environments for projects across SOM agencies.

Knowledge, Skills & Abilities:

  • Thorough knowledge and skills in developing responsive web applications utilizing tools and techniques such as WCAG compliant HTML, CSS, and JavaScript.

  • Demonstrated expertise creating and developing in component-based architectures utilizing web components or frontend frameworks such as Angular, React, and Vue.

  • Extensive experience developing pixel perfect user interfaces based on high-fidelity mockups and prototypes from tools such as Sketch or Figma.

  • Thorough knowledge of the Americans with Disabilities Act compliance standards and best practices for responsive web applications.

  • Familiarity and knowledge of usability analysis, Human-Centered Design and the Software Development Lifecycle.

  • Knowledge and proven skills in enterprise scale information technology solutions design and development and industry best practices is required.

  • Experience with gathering and defining business and technical requirements for projects and working with project teams and vendors through implementation, testing and acceptance of project requirements.

  • Experience with implementations and operational aspects of enterprise solutions/services

  • Knowledge and experience with geospatial technologies

  • Skills of complex problem solving, time management, negotiation, and deductive reasoning.

  • Ability to analyze instructions and data.

  • Ability to convert specifications to computer language.

  • Ability to gather and analyze facts, define problems, and devise solutions.

  • Ability to communicate technical terminology at a level appropriate to the audience.

  • Ability to work independently and in a team environment

Desirable:

  • Knowledge of and/or experience with Microsoft Office platform

  • Knowledge of and/or experience with application security and security risk assessments.

  • Knowledge of and/or experience with Collaboration Tools

Education and Experience

Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience

Information Technology Specialist 14

Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

OR

At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
